Item 4.3 – Repeal of CVTS legal acts Eurostat-F5 Eurostat Education and Training Statistics Working Group - Luxembourg, 25-26 April 2013

Outline of the presentation Background information, timing Draft Commission Regulation for 2016 Summary of actions proposed to lower the burden in 2016, options for 2020 Discussion points: Review the summary on burden reduction and quality improvements; Agree on the articles of the proposed draft Commission Regulation accordingly; Comment on the possible options for 2020; 25-26 April 2013 Eurostat Education and Training Statistics Working Group - Luxembourg, 25-26 April 2013

Background information 2012 "negative priorities" to prioritise requirements and lower the burden on the ESS (reduced resources for producing EU statistics) Repeal of Regulation No 1552/2005 on CVT statistics in enterprises, definition of a restricted CVT data collection instead. Set up of the CVTS Task Force to propose the technical elements of a revised legal. Modernisation of social statistics, improvement of LFS (see item 4.1) , MEETS 25-26 April 2013 Eurostat Education and Training Statistics Working Group - Luxembourg, 25-26 April 2013

Mandate of the TF Provide recommendations on the provision of indicators on CVT in a coherent statistical framework; Advise on the related improvement of sources and define a restricted data collection on CVT (module); Propose the technical elements for revised legal acts; Assess the sustainability of the proposals for lifelong learning and Vocational Education and Training statistics.

Timing for the revised CVT legal acts 2011 First CVTS Task Force meeting 2012 Second CVTS Task Force meeting Consultation of the ETS WG, DSS, LAMAS WG Third CVTS Task Force meeting 2013 Fourth CVTS Task Force meeting Consultation of the ETS WG, LAMAS WG, DSS 2014 Consultation of the ESS Committee Adoption of the new legal framework

Repeal of the CVTS legal acts Option 1: included in the future Framework Regulation Integrating Business Statistics (FRIBS).which will allow repealing of other business statistics framework Regulations. Not ready yet Option 2: a separate process. The (new) implementing Regulation defining the restricted CVT data collection would refer to the framework Regulation (EC) N°452/2008 on education and lifelong learning statistics (through domain 3).

Main issues in quality reports Diversity of non-response rates: Below 20%; BG, CY, CZ, ES, LT, LU, SK 40% or above: AT, BE, FI, FR, MT, PT, SE. In between: EE, HU, NL, PL, SI Length and burden of the survey: availability/quality of quantitative data Improvement of questionnaires / definitions used in the survey do not match the information available in enterprises in certain cases. 25-26 April 2013 Eurostat Education and Training Statistics Working Group - Luxembourg, 25-26 April 2013

Revised data collection on CVT Quality issues in certain countries Simplification requested by the ESS Committee Identification of key indicators & improvement of their quality and coverage Lighter CVTS (restriction of quantitative data*) Use of AES for participation and hours Flexibility of sources for CVT costs in 2020 * Compatible with the usual survey in countries keeping the former format

Structure of the draft regulation

Article 3 – Topics (from 14 to 6)

Articles 4-6 – Data sources (1/2) Variables topics Employees point of view (1) Enterprises point of view (business surveys) No Household surveys CVT costs Revised CVTS (2) Participation (b) AES (quantitative) Restricted CVT variables (quantitative) Hours (b) AES (quantitative) Costs (a) AES (qualitative) Best source at national level Strategies (d) Restricted CVT variables (qualitative) Difficulties (e) Outcomes (f) Apprentices (d) LFS (quantitative) (1) Complementary information (2) Light or usual survey at national level

Articles 4-6 – Data sources (2/2) Increase in NACE coverage: Possible for private entities in NACE P and Q (health/education) Not possible for public entities in NACE P, Q and O. Use of national LCS for data on CVT costs Possible in 2020 in few countries (not in 2016) EU LCS data covers only external CVT costs. Other categories via national LCS for countries using such a source for CVT costs.

Articles 8 & 9 – Data transmission Timeliness (after end of reference period) Data collection period (new): 12 months (in 2016) Partial national quality report (new) for sampling information, questionnaire no later than 6 months (June 2016) Data transmitted within 18 months (June 2017), full quality report within 21 months (as for CVTS 4) Frequency, data transmission format Every 4 years from 2020? Related to other statistics (AES, use of LCS) Micro data priviledged as no impact on timeliness, limited to control table and imputed file

Article 7 – Implementation (manual) Use of simpler questions Fewer quantitative variables Some are simplified or with an easier approach. A questionnaire is proposed for For a restricted approach or For a more extensive approach (as CVTS 4) Summary on: burden reduction and quality improvements

Summary of actions proposed

Further rationalization: options for 2020 (1/2) Further integration between national LCS and national CVTS – Need for more frequent AES results 2015/2016: first stage of the new system (AES & CVTS Commission Regulations) 2020: AES & CVTS every 4 years? (legal acts with modernisation of social statistics)

Further rationalization: options for 2020 (2/2) Two approaches would be possible at national level: A stand-alone survey at national level using a similar approach as the 2010 CVTS (e.g. DE, FR, ES, PL, PT, CH). A restricted set of variables on CVT (topics ‘b' to 'f' for businesses) in combination with other vehicles for CVT costs (e.g. in IT, NL, AT, SI, SK, SE and FI): The restricted set of variables might consist of a standalone survey or of a module of an existing vehicle at national level. CVT costs data to be transmitted in a tabular format in that context, less flexibility for analyses

Discussion points Review the summary on burden reduction and quality improvements; Agree on the articles of the proposed draft Commission Regulation accordingly; Comment on the possible options for 2020;
