Agenda item 4 Self-assessment Reports by INT Charts/ENC Coordinators Workshop for Regional INT Charts / ENC Coordinators 25 April 2016 (IHB, Monaco) Agenda item 4 Self-assessment Reports by INT Charts/ENC Coordinators Region A – US/Canada Hydrographic Commission Presented by Mr Colby Harmon on behalf of Mr John Nyberg

Region A – Northwest Atlantic and Northeast Pacific

Content Development and Maintenance of Integrated INT Chart / ENC Schemes Allocation of Production Responsibilities, Coordination Risk Assessment & Nautical Studies, Support and Advice provided in the Region Existence of a Region A ICCWG, Work by Correspondence, Workload Initial Feedback on Experimental Procedure (IHO CL 64/2015: Revised Management, Review and Monitoring of new INT Charts) Lessons Identified, Main Issues, Relevance of Current IHO Standards and Procedures, Recommendations

Development and Maintenance of Integrated INT Chart / ENC Schemes INT chart production is coordinated through the US/Canada Hydrographic Commission and agreed upon between the US and Canada Coverage has not changed significantly in several years France has just proposed two new charts in the NW Atlantic

Allocation of Production Responsibilities, Coordination Chart Coordinator suggests the production responsibilities of INT Charts, but requires Member State approval before responsibilities are finalized USCHC INT Chart Coordinator monitors chart updates, submits changes to S-11, and reports to the USCHC on the ongoing production status

Risk Assessment & Nautical Studies, Support and Advice provided in the Region Great working relationship between US and Canada – most issues are resolved with a quick discussion.

Existence of a Region A ICCWG, Work by Correspondence, Workload All INT Chart coordination is done through the USCHC No specific ICCWG Most work is done by correspondence USHPC meets once per year Relatively light workload Most work involves keeping S-11 up-to-date

Agenda item 4 Self-assessment Reports by INT Charts/ENC Coordinators Workshop for Regional INT Charts / ENC Coordinators 25 April 2016 (IHB, Monaco) Agenda item 4 Self-assessment Reports by INT Charts/ENC Coordinators Region B – Meso-America and Caribbean Sea Presented by Mr Colby Harmon on behalf of Mr John Nyberg

Region B – Meso-America and Caribbean Sea

Content Development and Maintenance of Integrated INT Chart / ENC Schemes Allocation of Production Responsibilities, Coordination Risk Assessment & Nautical Studies, Support and Advice provided in the Region Existence of a Region A ICCWG, Work by Correspondence, Workload Initial Feedback on Experimental Procedure (IHO CL 64/2015: Revised Management, Review and Monitoring of new INT Charts) Lessons Identified, Main Issues, Relevance of Current IHO Standards and Procedures, Recommendations

Development and Maintenance of Integrated INT Chart / ENC Schemes INT chart production is coordinated through the MICC (MACHC Integrated Chart Committee) and agreed upon by all MACHC member states Each planned INT Chart is assigned to a member state for production, and progress is monitored by the MICC In 2014, the plan for filling MACHC INT chart coverage was completed

Allocation of Production Responsibilities, Coordination MICC suggests the production responsibilities of INT Charts, but requires Member State approval before responsibilities are finalized MICC Technical Coordinator monitors the production status against the planned production timeline, and reports to the MACHC on the ongoing production status UKHO provides valuable support in quality control and technical support for member states producing new INT Charts

Risk Assessment & Nautical Studies, Support and Advice provided in the Region Employed the use of AIS vessel traffic density maps in the regions to optimize coastal chart schemes to support the major established traffic routes and to determine any gaps in coverage Analysis of ENC coverage for cruise ship ports-of-call and anchorages may be used to also judge the adequacy of INT Chart coverage in the region This has not been done in this context for Region B

AIS Vessel Traffic Density to guide INT Scheme

Existence of a Region B ICCWG, Work by Correspondence, Workload All INT Chart coordination is done through the MICC Coordinates INT Chart Scheme planning, production, and S-11 Updates Coordinates ENC Schemes and production across the regions MICC Technical Coordinator employs GIS systems and services for production status tracking and planning MICC Technical Coordinator submits updates to S-11 to IHB using the INToGIS web interface

Initial Feedback on Experimental Procedure (IHO CL 64/2015: Revised Management, Review and Monitoring of new INT Charts) INToGIS system is very welcomed Increases the ease and efficiency of S-11 updates INToGIS export function to shapefile is very useful Unclear on the exact definition of “New INT Chart Producer,” and how effective the requirements for providing paper copies to the INT Chart Coordinator will be A & B

Lessons Identified, Main Issues, Relevance of Current IHO Standards and Procedures, Recommendations With the growing adoption of ENCs, the urgency and need of INT Chart production have taken a lower priority A & B
