Background to Industry Engagement Program Industry Engagement Program (IEP) World Bank Procurement Framework committed to establish an Industry Engagement Program (IEP) to improve procurement outcomes in targeted sectors IEP designed to work closely with sector experts (both client and supply side) to identify and fix recurring procurement problems in World Bank financed projects Overall objective is to achieve improved procurement and development outcomes

IEP objectives Key objectives Identify and fix recurring procurement problems that get in the way of effective project delivery Reduce project implementation time Motivate better companies to bid Eliminate/reduce failed bid processes Improve competition Encourage supplier innovation in delivering project solutions

Reduce complaints Reduce the costs of bidding for suppliers and Borrowers Deliver contracts on time and to quality and budget requirements Reduce risks in the supply chain through better allocation of risk and reward in contracts Reduce the end-to-end time taken from preparation to contract award

IEP and MDI equipment MDI sector selected as initial focus of the IEP program because of: concentrated industry strong encouragement from the industry adversarial approaches exhibited procurement related complaints Opportunity to make use of innovations and key features of the new Procurement Framework Fit-for-purpose application of the Procurement Regulations designed to reflect specific challenges in specialist markets such as MDI

MDI equipment approach Identify key stakeholders who have insight into the issues, opportunities and risks Create opportunities for open discussion with stakeholders that identifies actions to solve issues Gather information from market research and feedback from stakeholders on the benefits of the program and areas for improvement Build momentum with actions that demonstrate the value of the program in delivering better outcomes Advocate with stakeholders to receive their support to drive the program forward

MDI equipment approach Detailed market research and analysis to identify and validate procurement issues and proposed solutions Global industry engagement: North America, Asia and Europe where the main manufacturers are based workshops attended by leading manufacturers, industry groups and Bank Task Team Leaders – over 30 different organizations issues and solutions discussed priorities agreed Follow up webinars on progress and key findings Action priorities

MDI industry feedback Improve identification of procurement opportunities and early engagement with the market Industry does not have input during project design phase, or earlier Information on projects and procurement is too vague Enhance approach to market and contract award Technical specifications are too detailed Equipment in many cases are procured in mixed lots Timelines for tenders are too tight Build capacity and capability Client expertise in medical technology is low Difficulty retaining capacity in implementing agencies Terms and conditions are unclear

MDI equipment priority actions Produce detailed guidance to support Bank and Borrower staff on procuring MDI Equipment Put in place a framework agreement to make independent technical expertise available Launching those tools today
