Reporting under water legislation Integration into WISE; Streamlining Urban Waste Water Treatment Directive Bathing Water Directive Drinking Water Directive Directive on Nitrates Pollution from Agricultural Sources Floods Directive Directives from the 1970s and 1980s

Urban Waste Water Treatment Directive Discussion and conclusions at Salzburg and Ivalo meetings Final endorsement of questionnaire under article 15: 20 December 2006 IT tool adapted to the finally endorsed version; workshop for testing Dissemination of questionnaire on 30 May 2007, within WISE Already now basic data on UWWTD availabe

Bathing Water Directives 2 Directives: old Directive 1976 and new Directive 2006, with flexibility for MS for early transition from ‚old‘ to ‚new‘; Data to be reported are evident (and for ‘old‘ Directive defined in Decision 95/337/EEC) Regulatory Committee 7 June 2007 Suggestion by Commission to use WISE as soon as possible, as there is no discussion required on data to be reported; early transition ? Commission initiative welcomed and supported by all delegations; Several MS indicated intention to monitor in 2008 already parameters under new Directive. Conclusion: IT tool available by autumn 2007; testing and fine-tuning at a workshop before end-2007; WISE reporting should be operational by the end of 2008 for the data of the 2007 bathing season.

Drinking Water Directive Integration into WISE foreseen 2009 Guidance document on reporting under the Drinking Water Directive developed by working group of Commission and Member States, endorsed in 2007; Nitrates Directive Integration into WISE foreseen; preparations on track; Floods Directive Integration into WISE foreseen; preparations to commence soon.

Reporting under 1970s and 1980s legislation Legal basis: Decision 95/337/EEC (questionnaires relating to Directives in the water sector): reports on 76/464/EEC Dangerous Substances Directive 82/176/EEC 83/513/EEC 84/156/EEC Daughter Directives to 76/464/EEC 84/491/EEC 86/280/EEC 78/659/EEC Fish Water Directive 2006/44/EC Shellfish Water Directive (ex-79/923/EEC) 80/68/EEC Groundwater Directive 75/440/EEC Surface Water Directive 79/869/EEC Surface Water Daughter Directive on Sampling and Analysis Reporting under the Water Framework Directive 2000/60/EC Legal basis: articles 5, 8 and 15 of Directive 2000/60/EC Continue to be in force; repeal only by 22.12.2013 Repealed by 22.12.2007

Comparison old legislation vs. WFD Scope of reporting Comparison old legislation vs. WFD Water Framework Directive 2000/60/EC: Comprehensive monitoring and reporting on all waters; monitoring obligations in force since 22.12.2006. Directive 78/659/EEC 2006/44/EC 80/68/EEC 76/464/EEC Daughter Directives to 76/464/EEC Next reporting cycle under Directive 91/692/EEC to start 1.1.2008, for the years 2008-2009-2010

Commission initiative on streamlining Objective: avoiding double efforts on reporting under Decision 95/337/EEC, and under the WFD, putting pressure on limited resources; Path: providing Member States the option to use WFD reporting instead of the old reporting provisions, by inserting a sentence to that end at the end of the relevant questionnaires.

Reporting on Groundwater Directive Example Reporting on Groundwater Directive “(Transitional arrangements) Before 22 December 2013, Member States may carry out monitoring and reporting in accordance with articles 5, 8 and 15 of Directive 2000/60/EC instead of carrying them out in accordance with the above provisions.”  Regulatory Committee under Directive 91/692/EEC on 7 June 2007 unanimously supported Commission initiative, and agreed procedural follow-up under written procedure.

Water Directors are invited to take note of the reports to support efforts within their countries to underpin these agreed initiatives Forthcoming Water Directors Meeting (Lisbon) will discuss the future draft work programme for Working Group D which will relate and combine these various ongoing activities.
