Interchange Authority Function Task Force Report to NAESB ESS/ITS

NERC IS IAFTF The NERC OC charged the IS with clarifying the IA function. The NERC IS IAFTF was formed to review the IA function and address some of the outstanding issues surrounding it.

Major Issues Addressed Clarification of entity, function, and tool Description of activities with vision of which entity or thing performs them Answer Who, What, and How functions are performed

IA Activities Validate market approved requests for interchange (RFIs) Distribute and obtain confirmation of the RFI’s from the reliability entities Authorize implementation of physical interchange transactions Enter physical interchange transactions into appropriate reliability assessment systems Maintains records of physical interchange transactions

IA Vision IA will be responsible for gathering and distributing approvals IA will be the single source of net schedules IA will provide BAs with net to “execute” IA function will be carried out by the IA tool Entity performing Sink BA function will bear responsibility One IA per interconnection This vision lines up well with OASIS II use cases and coordinate interchange standards

Next Steps The NERC IS agrees with the recommendation of the IAFTF white paper and is forwarding it to the NERC OC for comment and approval If OC approves, the IS will be asked to create a business plan an further detail the IA. The IS plans on working jointly with NAESB
