Comprehensive Rural Development Programme Report to the Portfolio Committee on Rural Development and Land Reform on Lessons Learnt from CRDP Pilot Sites 30 March 2011

Lessons Learnt that influence policy development There is a: Need for Norms and Standards to develop differentiated master plans for rural spaces. Need for clear institutional guidelines (roles and responsibilities) for the establishment of Provincial technical task teams that will present to and advise the various Councils of Stakeholders. Need to move from village to ward level interventions, ensuring that spatial patterns/movement of people are not skewed by CRDP interventions. Need for alignment of the CRDP with the delivery agreement and outcomes approach, and cascade the projects from national plans to wards.

Lessons Learnt that influence policy development contd. Need to explore mechanisms that allow communities to develop their own areas (State assistance and technical advice)/ move away from large tenders and bring employment to the rural space. Need to engage the local municipalities in repair and maintenance work for local buildings using community members. Youth employment is critical, and job profiles need to developed for various activities that can create longer term employment opportunities.

Key Tasks Outstanding Institutionalising the CRDP- The CRDP management system; Rolling out of the Council of Stakeholders, Village Sector Committees Coordination across all spheres of government Moving from Phase 1: meeting basic human needs to Phase 2: sustainable enterprise development. Developing ways of maximising community involvement in projects.
