Background At its forty-third session, held from 28 February to 2 March 2012, the United Nations Statistical Commission (UNSC) requested the Statistics Division of the Department of Economic and Social Affairs to: (a) prepare a comprehensive report by the end of the 2010 census round on the implementation of the 2010 World Population and Housing Census Programme and a timetable for the development of the 2020 World Population and Housing Census Programme, including the revision of the Principles and Recommendations for Population and Housing Censuses: the 2020 Round, Revision 3; and (b) to prepare by 2015 a draft resolution on the 2020 World Population and Housing Census Programme for approval by the Commission and endorsement by the Economic and Social Council. As a follow-up of this demand the United Nations Statistics Division (UNSD), reported on the 2010 census round activities as well as developed a draft resolution on the 2020 World Population and Housing Census Programme covering the period from 2015 to 2024. The Economic and Social Council (ECOSOC), at its 35th plenary meeting on 10 June 2015 adopted the resolution on the 2020 World Population and Housing Census Programme. ECOSOC in the adopted resolution urged Member States to conduct at least one census during the round taking into account international and regional recommendations. The declaration underscored the need for setting quality standards for reliable and accurate results. It emphasized the importance of the programme to the SDG’s. ECOSOC requested the United Nations Statistic Division (UNSD) to develop statistical standards, methods and guidelines and to monitor the implementation of the World Programme. ECOSOC encouraged the development of international methodological guidelines based on national best practices in census taking. Countries were advised to conduct a review of their various national experiences as far as census undertakings were concerned, this effort will precedes the development of international standards.

Preparations for the 2020 World Population and Housing Census Programme Revision of the Africa Addendum on the Principles and Recommendations of Population and Housing Censuses: The meeting to revise the Principles and Recommendations of Population and Housing Censuses took place from –19-22 July 2016 in Nairobi, Kenya with the main objective being to discuss the outlines of the various chapters of Revision 1 of the Africa Addendum on the P&R and to provide further inputs that could be considered in the revision process, especially with regard to conceptual and definitional changes as well as data requirements that may arise due to the 2030 Agenda for Sustainable Development and Agenda 2063. The Expert Group Meeting (EGM) to revise the Africa Addendum on the Principles and Recommendations of Population and Housing Censuses was attended by the following 19 African countries: (Algeria, Burkina Faso, Cabo Verde, Congo, DRC, Egypt, Ethiopia, Kenya, Mauritius, South Africa, Tunisia, Zambia, Cameroon, Ghana, Lesotho, Malawi, Niger, Nigeria and Swaziland). Equally, the following international organizations were present during the meeting; AfDB, UNICEF, WHO, UNSD, UN Women, ITU, UNFPA, and ECA through ECA/SDPD, and ECA/ACS.

Preparations for the 2020 World Population and Housing Census Programme Development Account Project: Component on Population and Demographic Statistics (Component 3) Implementing Entities: UNSD (Lead), UNECA/HABITAT (Co-Leads), ECE, ECLAC, ESCAP, ESCWA, and UNEP Population and demographic data are essential for development planning and for assessing progress toward the achievement of development goals. The 2030 Development Agenda requires reliable, robust, accessible and timely population and demographic data. Achievement of the Sustainable Development Goals will depend on the availability of fundamental data on population size, growth, distribution and characteristics of populations, at all levels – local, national, regional and international level. The changes in three components of demographic changes (births, deaths and migration) and cities directly affect the performance of several SDG indicators. Objective: To strengthen capacity in developing countries to measure and monitor sustainable development goal indicators in social and demographic statistics areas. (i) Expected Accomplishments Strengthened national capacity in target countries to conduct population and housing censuses by using electronic devices.

2020 Africa Programme on Population and Housing Census Decade (2015 – 2024) and the Work Plan for 2016 – 2020 The ECA in collaboration with key partners have developed the 2020 Africa Programme on Population and Housing Census Decade (2015 – 2024) and the Work Plan for 2016 – 2020. The Work Plan was prepared with the collaboration of the African Development Bank (AfDB) and the United Nations Economic Commission for Africa (ECA). During the meeting to revise the Principles and Recommendations of Population and Housing Censuses took place from –19-22 July 2016 in Nairobi, Kenya a brief meeting was held by the representatives of AfDB, ECA and the United Nations Population Fund (UNFPA) on the side-lines of the EGM. It was decided during the meeting that the Five-Year Africa Census Programme is already put in place and there is need to foster the implementing process. There has been an initial agreement among the representatives of the three institutions to work together in order to implement the Programme. They indicated the need to thoroughly go through the Programme and digest it. Furthermore, the representatives agreed to bring the subject to the attention of the higher management in their respective institutions. The representatives agreed to try and align the Programme in their 2016 and other upcoming plans, even though that it may not be possible to get the necessary financial resources to implement it during the remaining months of 2016.

Regional Census Coordinating Committee Following the resolution of the 9th meeting of CoDG which met in Libreville, Gabon from 29-30 November 2015, a committee henceforth referred to as the Africa Census Coordinating Committee (ACCC), will be established, at continental level in 2016, to guide and coordinate the development and implementation of 2020 round of census. Group on concepts and definitions. The ACCC would comprise the ECA, AfDB, UNFPA and census offices of 6 to 8 countries representing the sub-regions in the continent. The terms of reference of the ACCC have been drafted by ECA, AfDB, UNFPA and ASSD and circulated for comments from the partner organizations. In principle the representatives of the three institutions agreed to: - i) incorporate the Programme in their plans and look for the necessary resources to implement it; ii) the activities of the Programme to be coordinated by ECA; iii) to prepare the Terms of Reference (ToR) of the Regional Census Coordinating Committee; and the members of the coordinating committee to be African Union Commission (AUC), AfDB, ECA and UNFPA. In order to succeed, the Africa census programme requires the active support of Member States in a working partnership with the pan African organizations, the ASSD, RECs, UNSD, UNFPA and other international organizations.

Establishing a Regional Centres of Excellence UNFPA, ECA and AfDB have been discussing for some time on establishing regional centres of excellence that would promote and facilitate the use of efficient and effective technology in African censuses, in particular the use of handheld devices in census enumeration. Resolution 8 of the 11th ASSD, held in Libreville, Gabon in November 2015, reads “We shall establish a working group to define criteria and scope of centres of excellence in ICT-enabled mapping and data production, analysis, dissemination and management that cater to the specific needs of countries for the successful implementation of the CRVS strategy and the 2020 round of censuses in rollout countries in support of the Africa Agenda 2063 and Sustainable Development Goals consistent with SHaSA priorities”. After Resolution 8 of the 11th ASSD, a side event was held at the 47th session of the UN Statistical Commission on March 10 at 6:15 pm on the establishment of "Reference Centres in Censuses with Electronic Data Collection in Africa" organized by IBGE of Brazil and UNFPA. A memorandum of understanding was signed between the national statistical offices of Cabo Verde, Sierra Leone, Cote d’Ivoire, South Africa and Brazil and UNFPA in New York. It is expected that AfDB and ECA will provide catalytic support to these centres through this work plan.
