This meeting wishes to propose the following:  That we invite organisations and individuals to join a network for change  This Network for Change will:  Engage with the Government, the DoHC and the HSE to affect a change in the lives of people with intellectual disability and autism  Work towards the provision of individualised funding directly to all people with disabilities.

 Discuss with Government the development of regulations for the implementation of Section 39 of the Health Act 2004 (see below) to allow for such change  Negotiate for such funding to be based on the individual’s needs rather than on block allocation  Establish that the spending of such funding, when allocated, will be monitored in a way that is compatible with current practice for existing service providers

Health Act 2004 39.—(1) The Executive may, subject to any directions given by the Minister under section 10 and on such terms and conditions as it sees fit to impose, give assistance to any person or body that provides or proposes to provide a service similar or ancillary to a service that the Executive may provide. …………. (3) Assistance may be provided to a person under this section whether or not the person is a service provider.
