Why IEEE 802.21? It offers a media independent interface (MIH_SAP) already Many of the primitives defined in 802.21 for handovers can actually be reused for network management/cross-layer information exchange It offers the required communication mechanisms (e.g. to propagate link state updates to a central mgmt. entity) Obviously, there are still points missing to enable wireless network management and some new primitives would be needed
