Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don’t discuss the status or substance of ongoing or threatened litigation. FOCUS: Proposal for TG11 For operation under EN 300 328 rules: A technology neutral limit, based on the maximum average transmitted energy during a busy second, and assuming that peak transmit power limits are unchanged 10m W operation under EN 300 440 still allowed MU = Power in Milliwatt seconds per second, and the limit is MU < [4 Millijoules] measured at 1 meter 100 mW for 100 milliseconds = 10 millijoules per second 10 mW for 1 second = 10 millijoules per second 10 mW for 100  milliseconds = 1 millijoules per second 10 mW for 10 milliseconds = 0.1 millijoules per second Devices that do not meet the MU limit must incorporate additional sharing mechanisms, e.g. Listen Before Talk
