The contributor also acknowledges and accepts that this contribution may be made public by IEEE 802.19. Patent Policy and Procedures: The contributor is familiar with the IEEE 802 Patent Policy and Procedures <http:// ieee802.org/guides/bylaws/sb-bylaws.pdf>, including the statement "IEEE standards may include the known use of patent(s), including patent applications, provided the IEEE receives assurance from the patent holder or applicant with respect to patents essential for compliance with both mandatory and optional portions of the standard." Early disclosure to the TAG of patent information that might be relevant to the standard is essential to reduce the possibility for delays in the development process and increase the likelihood that the draft publication will be approved for publication. Please notify the Chair <shellhammer@ieee.org> as early as possible, in written or electronic form, if patented technology (or technology under patent application) might be incorporated into a draft standard being developed within the IEEE 802.19 TAG. If you have questions, contact the IEEE Patent Committee Administrator at <patcom@ieee.org>. Steve Shellhammer, Qualcomm Steve Shellhammer, Qualcomm

January 2012 Abstract The purpose of this presentation is to provide an overview of the working group (WG) letter ballot process References of the official policies and procedures are provided Steve Shellhammer, Qualcomm

IEEE 802 WG Letter Ballot The IEEE 802 WG Policies and Procedures [1] January 2012 IEEE 802 WG Letter Ballot The IEEE 802 WG Policies and Procedures [1] 9.6 Actions Requiring an Electronic Ballot Approval to forward a draft standard to the Sponsor shall require approval by a WG Electronic Ballot. Abstains shall require a reason be given, and Do Not Approve votes shall require comments on changes required to modify the vote to Approve. For a letter ballot on a draft standard to be valid a majority of all the voting members of the WG must have responded Approve, Do Not Approve, or Abstain. Comment resolution, recirculations, etc should be consistent with Sponsor ballot rules and 5.4.3.2 of the IEEE-SA Standards Board Operations Manual (SASB OM). Steve Shellhammer, Qualcomm

IEEE 802 WG Letter Ballot The IEEE 802 WG Policies and Procedures [1] January 2012 IEEE 802 WG Letter Ballot The IEEE 802 WG Policies and Procedures [1] 9.6 Actions Requiring an Electronic Ballot (cont) The response time for a WG LB on a draft shall be at least thirty days. However, for recirculation ballots the response time shall be at least fifteen days. Submission of a draft standard or a revised standard to the Sponsor shall be accompanied by any outstanding negative votes and a statement of why these unresolved negative votes could not be resolved. Revised drafts approved in subsequent WG LB for forwarding to the Sponsor Ballot Group do not require Sponsor approval for forwarding. Steve Shellhammer, Qualcomm
