Constitutional Convention COMPROMISES of the Constitutional Convention
Representation in Congress How should we decided how many representatives each state receives in Congress? New Jersey: Small states say that each state should be equal so everyone has the same voice. Our government should represent the states! Virginia: Each state should be represented proportionally by their population so if you have more people then you will have more representation. Our government should represent the people!
GREAT COMPROMISE The new bicameral legislature would be divided into two parts or houses. House of Representatives: members would be elected according to the population of the states. (Proportional representation) Senate: each state would have equal representation, regardless of its size.
Slavery Should slaves count towards population for representation in our congress or for the federal government to tax? North: slaves should not count as population for Congress because the south treats them like property so they should be taxed by the federal government South: southerners want more representatives so they want their slaves to count for population to determine representation but do not want them to be taxed.
THREE FIFTHS COMPROMISE Three out of every five slaves would be counted in the population of a state for the purpose of determining both representation in the House of Representatives and direct taxes.

Trade Between states and countries Commerce: Trade Between states and countries Should the national/federal government control trade between the states and with other countries? What should the national/federal government do about the slave trade and runaway slaves? North: The north has lots of trade and want the national/federal government to control/regulate so there is not confusion between states and countries. They also think that slaves who make their way to the north should be free South: The south is fearful that the federal/national government will tax their cash crops and slaves if they control slaves. They also consider their slaves property and want them returned if they runaway to the north!
COMMERCE COMPROMISE Congress had the power to regulate interstate(between states) and foreign(with other countries) commerce(Trade) and levy(Collect) tariffs(Taxes) on imports. Congress was forbidden to restrict the importation of slaves for a period of twenty years (until 1808). Congress could place a $10 tax on slaves brought into the U.S. Slaves could not gain their freedom by running away to a free state and they would be sent back to their owners.
