Scenario for Computer-Assisted Exercise on Terrorist Act Consequences Management (TACOM-2006) in South-East Europe Centre for National Security and Defense Research State Agency for Civil Protection March 8, 2006, Brussels

Situation in Monland on June 2 On June 2 - terrorist act at the central theatre in Vratca with biological agent anthrax -19.30 p.m. During a gala theatrical setting a package of white dust is released unnoticed in the ventilation system of the theatre. Approximately 500 people are present. The terrorist attack in Vratca was scillfully done and left unnoticed by the people present and the authorities In Sofia a criminal terrorist group breaks into a secured institution and steals a container with highly radioactive source (caesium Cs-137) – 21.30 p.m. In a telephone call the terrorist group informs the Monland society that in case Monland expeditionary forces are not driven out from Terrorland by 14.00 p.m. on June 4-th a “dirty bomb” will be blasted in a large town in Monland Following a terrorist threat the Crisis Response System of Monland is set on the alert

General scenario for the town of Montana Car bomb blasts in a terrorist act at the parking lot of “Internazional” hotel – Montana (14.00 p.m. on June 4th) Second terrorist act with a car-bomb at the chemical plant “Neochim” in Montana (14.45 p.m.). Leakage of ammoniac Series of bomb attacks at the base of an active landslide on the left slope of “Ogosta” dam near Montana. High tidal wave, activization of the landslide and black oil flood in “Ogosta” dam (15.30 a.m. on June 4th)

Activities of the Emergency Management Forces in Montana Rescue and emergency disaster mitigation activities at the area of the hotel Chemical intelligence, decontamination activities at the chemical contamination centre of “Neochim” plant Alerting of the population, convocation of the Municipal commission for disaster protection of the population Protection and evacuation activities following the traces of the toxic ammoniac cloud Request of assistance from the Permanent Committee for Protection of the Population against Natural Disasters, Accidents and Emergencies Search and rescue of casualties from the waters of “Ogosta” dam Mitigation and liquidation activities in the black oil flood areas downstream the “Ogosta” river.

General scenario for the town of Plovdiv – terrorist act involving a “dirty bomb” A suicide-terrorist blows a “dirty bomb” with highly radioactive source (caesium Cs-137) in proximity of the “Hristo Botev” stadium in Plovdiv (16.53 p.m. on June 4th, 7 minutes before the opening of a football match – about 15 000 people are present) Wide zone of radioactive contamination The Monland government has to call for international help within the frameworks of the Mechanism of EU in order to mitigate terrorist act consequences At 17.12 p.m. on June 4-th the Monland government informs MIC about the terrorist attacks and requests international assistance

Activities of the Emergency Management Forces in Plovdiv Evacuation of housing quarters Determination and classification of the radioactive source (use of radiation-measuring devices) Decontamination of the radioactive contamination zone Intensive search of the pieces of the segments of the radioactive source Alerting of the population, convocation of the Municipal commission for disaster protection of the population Requesting assistance from the Permanent Committee for Protection of the Population against Natural Disasters, Accidents and Emergencies

General scenario for the town of Vratca During the night of 3rd against 4th of June – outburst of anthrax infections in the town Information is exchanged between the regional department of the Ministry of Health with the central authorities and the Permanent Committee for Protection of the Population against Natural Disasters, Accidents and Emergencies Complicated epidemic situation 15.00 p.m. – LEMA declares state of emergency in Vratca region The Monland government informs the MIC and asks for international help mainly – anthrax serum and vaccines -15.30 p.m.

Activities of the Emergency Management Forces in Vratca Emergency medical assistance Antiepidemic and prevention measures taken by the medical authorities. Isolation of the sick Alerting of the population, convocation of the Municipal commission for disaster protection of the population Requesting assistance from the Permanent Committee for Protection of the Population against Natural Disasters, Accidents and Emergencies – mainly anthrax serum and vaccines Disinfection at anthrax centres
