“Enhanced Dissemination Chain” Item 4.4 of the agenda The VIP “Enhanced Dissemination Chain” John ALLLEN HOU D4 August GÖTZFRIED HOU B6 IT Director's Group Meeting - 18-19 October 2011

VIP “Enhanced Dissemination Chain” Vision Infrastructure Projects (VIPs) are projects which aim to improve the vertical and horizontal integration of the European Statistical System; this ESS integration is one of the central goals of the ESS vision. This means that harmonised statistical methods, methodology, metadata and IT tools should be developed which are broadly usable and used in the ESS. A second wave of three VIPs has been adopted for 2011; one of those newly adopted VIP is the VIP “Enhanced Dissemination Chain”. This VIP serves the purpose mentioned above: to increase the vertical and horizontal integration within the ESS. IT Director's Group Meeting - 18-19 October 2011 VIP “Enhanced Dissemination Chain”

VIP “Enhanced Dissemination Chain (EDC)” The Eurostat Dissemination Chain was renovated in 2010; it consists of: Eurobase -> Comext/Dissemination->Data Explorer, TGM, etc. From 2011 to 2013: The VIP EDC will build new or enhanced functionalities on top of the existing Eurostat Dissemination Chain. The VIP EDC aims to help NSIs to integrate European statistics and metadata into their systems and products. IT Director's Group Meeting - 18-19 October 2011 VIP “Enhanced Dissemination Chain”

VIP “Enhanced Dissemination Chain” ACTIONS TASKS/DELIVERABLES Development of Eurobase towards a Eurostat/ESS data warehouse The Strategy (to be worked out with NSIs) Checking algorithms in Eurobase Simplification and integration of the Dissemination Chain Service Impact Manager Possible direct connection between Data Explorer and Eurobase More functionality for producing and disseminating policy indicators New production line for indicator tables Flexible dashboards for policy indicators Embeddable visualisation tool for NSIs More integration of Eurostat data and metadata in NSI dissemination SDMX-compliant web services for NSIs IT Director's Group Meeting - 18-19 October 2011 VIP “Enhanced Dissemination Chain”

VIP “Enhanced Dissemination Chain” The following tasks are particularly involving Member states: Task 1a: Strategy on the opening of the New Dissemination chain towards an ESS data warehouse Task 4a: A simple visualisation tool to be embedded in the NSIs websites in their own language Task 4b: Providing NSIs with access to Eurostat data and metadata via SDMX-compliant web services IT Director's Group Meeting - 18-19 October 2011 VIP “Enhanced Dissemination Chain”

VIP “Enhanced Dissemination Chain” Task 4a: example: Embeddable visualisation tool for NSIs ...building on experience in the open data community, such as the Guardian newspaper “Europe by numbers: the complete interactive guide” http://www.guardian.co.uk/world/interactive/2011/mar/14/new-europe-statistics-interactive IT Director's Group Meeting - 18-19 October 2011 VIP “Enhanced Dissemination Chain”

VIP “Enhanced Dissemination Chain” Work approach and governance: Internal Eurostat Steering Group for this VIP established, encompassing all units involved; Regular communication/missions to NSIs are envisaged as well as workshops for NSIs, Eurostat or Commission users; Several ESS groups need to be kept informed or need to be involved (e.g. the ITDG, DIME, Metadata Working Group, Dissemination Working Group, Quality Working Group) IT Director's Group Meeting - 18-19 October 2011 VIP “Enhanced Dissemination Chain”

VIP “Enhanced Dissemination Chain” Conclusions The VIP EDC builds on the Eurostat Dissemination Chain. This dissemination chain could evolve towards an ESS data warehouse. A number of precise and sometimes innovative actions for enhancing the existing dissemination chain were defined in this VIP. The work on this VIP is starting in 10/2011. Member states will be increasingly involved. IT Director's Group Meeting - 18-19 October 2011 VIP “Enhanced Dissemination Chain”
