History WHO? William Penn was the founder of Pennsylvania. WHY? King Charles ll owed debt to the Penn Family. Penn wanted a haven for his fellow Quakers. Quakers problems in England

Government Mimicked the British parliament with two houses, The General Assembly and The Provincial Council. The Provincial Council acted as the Governor’s advisors. Ranged from 18 to 72 people The General Assembly was a democratically elected group of representatives for the people.

Religion Quakers were Protestant in predominantly Roman Catholic country, which led to discrimination and persecution. The Inner Light was a belief that a part of god is inside everyone and guides people to do the right thing. They integrated their religion into their daily life by living simple lives. The integration of the Inner Light into their lives promoted pacifism and equality.
