The political dimension of globalization Lesson 10

Political globalization Political Globalization: intensification and expansion of political interrelations across the globe Beyond the framework of the nation-state. “Artificial” division: domestic and foreign spheres for people’s collective identities National loyalties: warfare as ultimate test Political globalization

Hyper-globalizers: from late 1960’s deterritorialization of politics and governance Sceptics: continuing relevance of the nation-state and new territorialization Three fundamental questions: 1) weakening power of nation-state? 2) political or economic causes for it? 3) emergence of a global governance? Is it true?

Modern nation-state system Peace of Westphalia 1648 Self-contained, impersonal states, with right to self-determination in unified territorial areas Diplomacy, military, centralized administration Wilson’s “14 points” after WWI: national self-determination and unleash of ethno-national forces (paradox and the League of Nations-UN) Growing global web of political interdependences: “New World Order” after 9/11. Wrongful acts punished across borders. Modern nation-state system

Demise of the nation state? Hyper-globalizers: yes, unstoppable techno-economic forces crush all attempts to stop global trends. State (government) super-conductor for global capitalism Political power stays in glo-cal networks in a borderless world. States unable to rule: currency, military, law, etc.. Regional blocs of power Sceptics: Politics unleash global forces and can still block them (i.e. treaties). Territory still matters: cities and supernational powers. Also, the state still control education, population and security Egg-and-chicken problem. What do you think? Demise of the nation state?

Supra-territorial institutions for common norms and interests 1) Municipal/provincial level 2) Regional level 3) Global level 4) Global civil society Where to locate citizenship? Are we witnessing the emergence of a global democracy? (criticism and resistance) Global governance
