Recommendations and action items (Opportunity and challenges): Question 1: How well have we done so far ? Question 2: How can we do better ? Question 3: What will be better strategies we can adapt ? Scientific applications : Contact the right people Work with them on specific topics based on mutual interests c. Demonstrate the impacts of the collaboration through Publications (AMS journals, Science, etc.) d. Persistence and attack important questions

EOL: helping with field experiment (Vivik), Talk to Roger Wakimoto validation of radiosonde and Ground-based GPS IPW (June Wang), their water vapor measurement project ? MMM/RAL (including ECMWF, CWB, NCEP ..): Data assimilation, PBL, etc. continue. PBL : - What is the depth of PBL, over oceans. Get freqency of BL depth.Good for climate model verification, and PBL process studies. - Delicate balance between entrainment and subsidence - RO fluctuations, measure of turbulence, combine BA/N profiles with turbulence methods? Depth and horiz extent of PBL top. How do current results compare with climate models. We can see seasonal variations. Not diurnal variations yet. This is climate issue. ACD: Tropopause and UT/LS projects, validation of model water vapor outputs, RO data within clouds (Ben) Identify the systematic bias of radiosodne data (Ben) HAO: Space weather, ionospheric research applications - Ionosphere climatology, as we emerge from solar min - Understanding electrodynamic phenomena, through morphology Stan, Develop true coupled data assimilation model exploiting both space-based and ground based GNSS data. Ionosphere is the froth on the neutral atmosphere. Challenge is to figure out how to use these data in coupled DA models. Write proposals, maybe write a proposal to NASA about how to study NASA mission with COSMIC data. - Developing coupled model. - Need to develop space weather prediction model.

University/student outreaches : SOARS program Summer classes, NCAR Summer Colloquium Ph.D. students, postdoctoral fellows Short term visitors Science steering committee for RO community. Bring graduate students into UCAR/NCAR for a semester, so they can become experts. Support more students in current cosmic.  NSF should fund 5 students to come to UCAR. funding costs about $35K/year per student Put on ASP colloquium Reach users from university through Unidata Biggest positive is use of UCAR grad student programs. need post-docs to do work.

promote broader research involvement, something like NASA guest investigator program. We must penetrate the agencies if we want to broaden research base. Tiger, We have been advertising data but we need to do more. We should have a super salesmen for RO. Collaborate to have 20-30 slide ppt with latest/greatest results. Update every 3 months. Taiwan side working with HAO We need salesman to advertise data. In Taiwan, starting to use DA with cosmic at CWB, starting to have big impact. - Need to develop space weather prediction model. More students are needed. Tiger, for WS, only experts came. Broaden announcement. Provide support for more international students and provide training.  what can we do: 1) Show Global impact of data. 2 )Show Social/Societal impact of data. 3) Scientific  investment, show progress, publications 4) Highlghts, CWB now using DA for cosmic -data more easier?
