Use of activity indicators When defining output or finding representative output indicators is impossible, in some cases activity indicators can be used (eg defence or police) Generally, for collective services input methods remain necessary -> Commission Decision 2002/990 does not require output methods Much more research necessary in co-operation with departments to define output 26-27 May 2005
