New Agency Proposal Framework “Strategic Plan” Level Document that Includes: Mission Statement: Concentrates on the Present Vision Statement: Focuses on the Future Goals: Outcome Statements to Guide Implementation Priority Objectives: How the goals accomplished Developed in response to Water Agency: New Agency, or Expansion. New agency will do these goals, but the Cities will need to visualize what the agency is going to do
