Variables to be standardised (1/3) Standard descriptions for a total of 27 variables have been endorsed at the DSS meetings: October 2016 (P1 variables 1 to 13) March 2017 (P2 variables 14 to 27) In last DSS meeting (October 2017) the list of P3 variables has been endorsed as the final step in the process of 'standardisation of social variables' P3 list covers variables present in more than one micro-data collection (but not included in the P1 and P2 lists)
Variables to be standardised (2/3) The variable 'current household income': originally in the list of P2 variables, was eventually not part of the consultation now part of a list of P3 variables, together with 10 additional variables included in the P3 list The final list of variables to standardise includes 38 social variables (P1, P2 and P3) of which 18 core variables and 20 common variables.
Variables to be standardised (3/3) Work on the preparation of standard descriptions for the 11 P3 variables is ongoing Advanced versions of the standardised variables foreseen to be presented in the DSS-board meeting in June 2018 Final versions to be presented for endorsement at the next DSS
Private Household definition (1/5) DSS gave a general support for the proposed definition in the last meeting, with some fine-tuning and clarifications to be included As agreed, a revised version of the household definition was presented to: SILC TF on 24 October 2017 and SILC WG on 29 November 2017 Current proposal reflects the outcomes of these discussions
Private Household definition (2/5) Confirms application of the house-keeping concept Distinction between a multi-person household and house-sharing (by housemates/flatmates) based on types of expenses shared: house-related expenses can include rent, house or apartment charges, sanitary and cleaning products for the house, as well as certain food expenses household expenses include additionally other expenses related to the household and general costs of living e.g. expenditure for daily commute, holidays expenses, leisure, sport activities expenditure, garments expenses, medical costs, etc. - Indicative guideline - In case of inability to clearly establish the criteria for one- person vs. multi-person household, the opinion of the interviewee to be considered
Private Household definition (3/5) Household members who live outside the family home (e.g. persons working abroad, tertiary students) but who share income/expenses with family back home, can be considered as part of the family private household specific provisions for special cases may be introduced in the sectoral acts for tertiary students specific provisions are foreseen in the common implementing act
Private Household definition (4/5) Conscripts: are excluded from the private household population in case the duration of their service is longer than 12 months However in cases where justified by objectives of specific data collection (e.g. in case of LFS) all conscripts may be excluded from the private household population - details to be regulated by the sectoral act
Private Household definition (5/5) In general the concept of private household should be as precise as possible, while remaining general enough to allow further specifications of particular cases Such specifications, if needed, would be developed to complement the legal text as a technical manual to cover issues such e.g.: children alternating between (divorced) parent's tertiary students who are financially independent possibility of considering persons/families living in an institution as private households in certain cases of specific social context Etc.
