TANZANIA EXPERIENCE IN APPLICATION OF TRIAL ICATUS National Bureau of Statistics Presented at EGM ICATUS Meeting at New York, 11 June 2012 by: Ahmed M. Makbel June 11

Structure of Presentation Background Methodology Application of Trial ICATUS Analysis of Tanzania TUS Conclusion

Background Tanzania conducted an Integrated Labour Force Survey (ILFS) in 2006. It’s questionnaires included the conventional labour force questions and child labour and time use modules. The TUS advocated by TGNP.

Background Tanzania government funded the survey while TGNP through UNIFEM hired a gender expert as adviser. The gender statistician made use of modules and expertise from South Africa and Mauritius.

Methodology Every fifth household selected for ILFS was interviewed for TUS. Lower cut off age was five years. Total of 10500 persons interviewed. Each person interviewed for 7 days. Five entries for each hour slot. Enumerator described each activity and NBS staff coded them (3 levels).

Methodology Contextual variables of TZ TUS: whether payment received. where the activity was done. whether a typical day – busy, normal or less activities. probing questions on caring for children, sick, disabled and the elderly.

Application of Trial ICATUS Main categories used (10 instead of 15 in Trial ICATUS): 1. Employment for establishments (fixed structures such as a shop, office, factory, mine) commercial agricultural holdings and paid domestic workers. 2. Primary production activities not for establishments. 3. Services for income and other produ-ction of goods not for establishments.

Application of Trial ICATUS 4. Household maintenance, management and shopping for own household. 5. Care of children, the sick, elderly and disabled for own household. 6. Community services and help to other households. 7. Learning. 8. Social and Cultural Activities. 9. Mass media use. 10. Personal care and self-maintenance.

Analysis of Tanzania TUS Based on broad categories – SNA, Extended SNA and Non Productive. Time spent on activities disaggre-gated by sex and age. Two reports produced: ILFS Analytical Report by NBS. WHO CARES FOR US? by TGNP. Attempt to value unpaid work.

Conclusion The integration to ILFS provides link to occupation and employment status. The proposed ICATUS should provide link to current and future versions of SNA. Customization to country specific activities be provided.
