The Police and Crime Plan for Leicester, Leicestershire and Rutland My Manifesto Force Intelligence & needs assessment Wider Needs Assessment (by partners) Strategic Direction of Police and Crime Plan Introduce Session by explaining background to the development to the plan – emphasise the process of taking into consideration force and wider partner needs assessment. Not preparing plan in isolation apart from the broader interplay between crime and other partners. Have sought to consider the whole, and the plan very much cannot be delivered without partner engagement and collaboration

Aim of the Plan Reduce Crime Prevention Intervention Reduction Introduce concept that this is a formula you will use, but that the Police only contribute in part. Give positive anecdote of how partners all work together to have an impact. (Sarita to provide)

Strategic Priorities Public are proud of their local police Improve outcomes for victims of serious sexual assault To provide a good quality service and response to victims of crime and ASB To improve outcomes for victims of hate crime Reduce all crime To improve outcomes for victims of anti-social behaviour Reduce Domestic Burglary Reduce first time entrants to CJS Reduce Commercial Burglary Increase number of young offenders in training or employment Reduce Violence against the person with injury Reduce drug and alcohol related offences Reduce theft from motor vehicles Reduce/redirect calls for mental health issues handled by police Reduce theft of motor vehicles Reduce offending in troubled families Improved outcomes for domestic violence cases Reduce level of repeated “missing from home” incidents Briefly Introduce the 16 Strategic Priorities to go into the plan. Don’t spend long on this slide, as the next one is the same but shows the Priorities which cannot be achieved without partner collaboration.

Priorities - Service Provide a general service that is recognised as ‘good’ or ‘excellent’ Target: 75% of respondents feel that the police are doing a ‘good job’ in their area Provide a good quality of service and response to victims of crime and anti-social behaviour Expectation: 85% of all users satisfied with the service Emphasise that 11 out of the 18 priorities are dependant upon partner collaboration for achievement. Suggest that the remaining 7 priorities all benefit from partner collaboration too, but are not predominantly dependant upon partners.

Priorities - Crime Target: 5% reduction Reduce domestic burglary Reduce crime overall Target: 5% reduction Reduce domestic burglary Target: 10% reduction Reduce commercial burglary Target: 12% reduction Reduce vehicle crime Target: 14% reduction in theft from vehicles Target: 12% reduction in theft of vehicles Eighteen priorities – lots of similarities in terms of approaches needed to impact them, and I’ve grouped them as shown. In terms of commissioning I recognise that I will need multi disciplinary support to work through what we understand is needed, agree what approaches work to influence what needs to happen both in terms of partnership working and funding

Opportunities, initiatives and aspirations  We will seek opportunities to reduce running costs and find new ways to make our communities safer through innovation, creativity and the development of aspirational ideas. Estate Management Review of Front Enquiry Offices New channels of communication will be developed

…cont’d Linking with the Voluntary Sector The Force will build on its relationships with the organisations such as Neighbourhood Watch and will capitalise on its own police volunteers in order to reap the maximum benefits from their excellent work Maximising Officers on Front Line Duties The time that officers are employed on ‘front line’ duties will be maximised wherever possible. In the first year at least, PCSO numbers will be maintained. The number of Special police officers will increase from 300 to 400 by 2016

Commissioning Opportunities Four Themes or Functional Clusters fall out of the Plan: 1. Reducing Crime & Supporting Victims 2. Communities & Neighbourhoods 3. Mental Health & Vulnerability 4. Offending & Re-offending Collaborative Commissioning Framework designed to deliver shared outcomes with partners, building on existing projects and developing new ones working with all sectors
