Part 2: Fugitive Slave Act Compromise included a strict Fugitive Slave Act Made to appease the South Allowed slave-owners to go to other states and capture runaway slaves Any African-American could be accused of being a runaway slave Judges were paid at each case involving an accused runaway slave $5 to let them go, $10 to return to plantation Some northern states refused to enforce the Act

Part 3: Popular Sovereignty To solve the question of slavery in territories, the Compromise used 2 ideas For territories from the Louisiana Purchase, the Missouri Compromise applied For the new territories of Utah and New Mexico, they create Popular Sovereignty Popular Sovereignty meant that the citizens of a territory would get to vote on whether to be a free territory or a slave territory
