Challenges Global & Local Emissions from economic activity with the burning of fossil fuels for energy - causing changes to the Earth’s climate. Around 3% shift increase in Carbon Emissions since Pre-industrial Building is responsible for almost 50% of UK’s energy consumption UK Government commitment to reduction below 1990 levels by 2050 This will reduce carbon from 3 tonnes to 1 tonne per head by 2050 Governments target of a 20% reduction by 2010 - If achieved we will be on target for 2050 Source: Stern Review 2006

Origin The origin of the legislation: The EPBD supports the setting up of Energy Performance Certificates for new and existing buildings and the methodologies for data collection The EPC reviews the effectiveness of energy saving recommendations EPC is to support public acceptance of certificate schemes The EPBD sets out the framework and minimum standards that each member state has to adhere The origin of the legislation concerning Energy performance Certificates lies in the European Performanceof Buildings Directive This Directive was issued as a result of the Kyoto protocol The EPBD deals with the setting up of Energy Performance Certificates for new and existing buildings and the methodogies for data collection The EPC also looks at the effectiveness of energy saving recommendations and the public acceptance of certificate schemes The EPBD also sets out the framework and minimum standards that each member state has to adhere to

What is an EPC The EPC tells you how energy efficient a house is on a scale of A-G Band A – Lists the most efficient homes which should have the lowest fuel bills The EPC also tells you on a scale of A-G about the impact the home has on the environment. The average property in the UK is in bands D-E The EPC tells you how energy efficient a house is on a scale of A-G The most efficient homes which should have the lowest fuel bills are band A The EPC also tells you on a scale of A-G about the impact the home has on the environment. Better rated homes should have less impact through Carbon Emission The average property in the Uk is in bands D-E. The Certificate includes recomendations on ways to improve the home’s energy efficiency to save money and help the environment

Importance of the EPC EPCs are designed to improve the energy efficiency of the housing stock of each EEC member state. Gas and oil prices are at an all time high so energy efficiency is critical! 27% of all CO2 emissions come from our housing stock, having a huge impact on climate change and global warming The UK has some of the oldest housing stock providing low levels of energy efficiency and lagging behind some of the other EEC countries.

Effects on Social Housing EPCs will affect LA’s/RSLs in two key areas: Change of tenancy in existing housing stock New build properties which may be sold, rented or under a shared ownership scheme Social Housing Providers will need to work out their Void ‘turnaround’ rate and EPCs can be carried out in this void maintenance period Social Housing Providers will need to decide whether to undertake the above work in-house or outsource it to a specialist company DECs will be needed on publicly owned buldings greater than 1,000 M2, where the general public have access (see ‘Decision Tree’ Slide)

Code for Sustainable Homes Greener Homes for the future National standard for sustainable design and construction Mandatory for all new homes to be rated against the code Homes are more energy and water efficient, with the main aim to produce lower carbon emissions Homes should encourage their occupiers to live a more sustainable lifestyle Code has nine categories Where a developer chooses to incorporate specific features, points are awarded - when added together these form the basis of a ‘hotel style’ star rating system Greener Homes for the future The code is the national standardfor the sustainable design and construction of new homes The code aims to cut carbon emissions and create sustainable homes It is now mandatory for all new homes to be rated against the codeand include a Code or nil rated certificate within the Home Information Pack(HIP) Code homes are more energy and water efficient and produce lower carbon emissions Code homes encourage their owners to live a more sustainable lifestyle and they use building materials out of sustainable materials. There are nine categories in the code covering energy water,the materials used in the home through to health and well beingand pollution with points assumed for each category When a biulder chooses to incorporate a specific feature they are awared points which when added together from the basis of a hotel style star rating system
