Program of Work: CCOE as Department Head NATO Accredited Department Head for CIMIC EFT’s Certified courses SAGE Developments System Approach to Training & Education CCOE Modify TRA: Requirements SHAPE/HQ’s Course Assessment  TNA Solutions Quality Assurance Satellite New Other CCOE as DH is responsible for executing the so called NATO’s System Approach to Training. This is the core function as a DH. We support SHAPE and ACT in this TRA process. An important guidance on Requirements is the SAGE (Saceur’s Annual Guidance on Education) A TRA needs to be assessed and we as DH need to match all current solutions (=trainings from COE, NATO and/or other countries or institutions like FINCENT/SWEDINT). If we still lacking a solution for a Requirements we need to develop this. Like a course or even a simple vignette in an existing course. So we are responsible for CIMIC courses on all levels based on NATO’s ACO Requirements. Not only in the house, also elsewhere were we are allowed to certify courses from “listed” to “approved”. This constant evaluation process will be translated into a DAP. This will be our (yearly) physical “responsibility report” to ACT and NATO of how we follow and organizes the CIMIC discipline as a DH. The overall naming for the entire process is “Program of Work” Revision based on requirements and needs. At the ADC to align with CoI. Discipline Alignment Plan

Collective Training & Exercises Learning model -CCOE Reference to Systematic Approach- 100 REMEMBER 200 UNDERSTAND 300 APPLY 400 EXCEL 500 LEADERSHIP This is a way to look at training evolvement. Developments to a higher level will be achieved on two different ways; by the content from lessons to PO’s and by the way lessons are given, from classroom to exercise. The TRA give PO’s as highest to achieve. But the way to it is a blend including training and exercises. (so hard to gain 500 in classroom….) Including these past developments. And for the coming 2 years including the EU development, exercises and capacity building. 360 Revision of CCOE Courses Observation / Comments: Remarks about the scope of the revision. What is the landscape? Is it part of the overall scheduling at CCOE since 2015. What’s next? Only NATO?

Experimenting in all our courses  excellent results! Modelling & Simulation This (partially) assessment of methodology is based on CCOE’s estimation; it is a novelty and we some how expect that it is an important support to our solutions! Use of Scenarios As said before with M&S, T&E is looking at the methodology needed. (partly executed by a small TNA) We have reviewed the recommendations in the survey and it will be incorporated in the revision process of T&E So starting with the survey, discussing with the CoI these days in Rome….to be continued!

Are all topics equally important? Real World Events in Scenarios Are all topics equally important? In a fast changing world, can all main events be addressed properly or do we need to prioritize in order to facilitate up to date and timely training?

Modelling & Simulation Scenario’s and vignettes The Syndicates Modelling & Simulation Cross Cutting Topics Scenario’s and vignettes NCHCC Receive introduction in scope and opportunities of the use of Modelling & Simulation in CIMIC training and discuss content, priorities and scheduling of implementation. Syndicate to gather and discuss specific CCT, real life events and developments which are to be prioritized and incorporated into CIMIC training within a 12 – 24 month implementation horizon. Participants will discuss and assess the use of available/approved current scenarios with CIMIC content, versus the shorter term use and development of specialized vignettes in the Course landscape to provide a training environment reflecting actual situations. Validate and update identified requirements of HQs and related structures regarding CMI/CIMIC T&E and the way to effectively implement these findings in the NCHCC within a 12 month timeframe.

We need feedback! CCOE T&E is aiming for a continuous alignment with actualities and current demands. This ADC will hopefully give input to the question “How” to organize and structure this.
