Assignment Provision of vocational and entrepreneurship development skills training to the out-of-school adolescent girls and young women from conflict affected and vulnerable families

Background The assignment is designed under the overall framework of UN Women’s support to advance women’s economic empowerment through a multi-pronged approach. In particular, this assignment will contribute to: Empowering Adolescent Girls and Young Women through the Provision of Comprehensive Sexuality Education and a Safe Learning Environment in Nepal

Objectives Overall objective Enhance vocational and entrepreneurial skills of out-of- school adolescent girls and young women from conflict- affected and vulnerable families to improve and sustainable livelihoods from their full participation and contribution to economic activities.

Objectives The specific objectives are as follows: To conduct an in-depth assessment on specific needs of 2,500 out- of-school adolescent girls and young women from conflict-affected and vulnerable families for their vocational skills and entrepreneurship training. To provide training on vocational and entrepreneurial skills up to 32 days, integrating psychosocial skills and knowledge building on gender equality, to 2,500 out-of-school adolescent girls and young women To facilitate Skill Test with the National Skill Testing Board (NSTB) with a minimum of 500 training graduates

Scope of activities Selection of participants of vocational skills and entrepreneurship development training 2,500 out-of-school adolescent girls and young between the age of 16 – 24 years from conflict-affected and vulnerable families A minimum of 500 participants from conflict affected families Pre-training orientation with training candidates A half-day comprehensive orientation session with candidates (out-of-school adolescent girls and young women) In-depth needs assessment of the training participants Current occupations/engagement of selected participants for livelihoods Interests/plans of selected participants on means of livelihoods

Scope of activities Provision of the training Designing of training curricula Customize training curricula from its or any other government agencies to satisfy special needs of participants, and by including psychosocial support and sensitization on gender-equality Customize training curricula to deliver training in a group size of 15 – 25 participants Delivering training package Conduct vocational and entrepreneurial skills training in reasonably accessible locations Conduct pre- and post-training assessment to identify improvement Conduct demonstration session on use of technologies

Scope of activities Training categories 32-day vocational and entrepreneurial skills training with 1,000 participants 16-day vocational skill training with 1,500 participants Arrange special services/ measures Separate toilet for women in the training venue A separate room for resting, breast feeding and child care A residential facility with a security guard (if any) Organize job fairs (one per district for Bajura, Achham and Sunsari) to present employment opportunities to the training graduates (at least 100 participants per districts).

Scope of activities Follow-up support Conduct a training satisfaction survey among participants Facilitate Skill Test for a minimum of 500 training graduates

Key deliverables A total of 2,500 out-of-school adolescent girls and young women from excluded families completed the 32-day and 16-day training courses, which integrates psychosocial support and sensitization on gender equality Case files of the training graduates, detailing out their training history, recommendation of post-training needs and follow-up actions for the success of the graduates in the post-training engagement At least 20 percent of 2,500 training graduates have appeared in skill testing examination with the National Skills Testing Board (NSTB) At least three job fairs to present employment opportunities to out- of-school adolescent girls and young women from vulnerable and conflict affected families in Sunsari, Achham and Bajura districts.

Methodology Experienced and certified senior trainers to deliver lectures with practical and adult learning approaches. Hands-on training delivery methods and a focus on a gender equality approach will be incorporated in existing training curricula. A group of 15 – 25 participants in the training. Psychosocial support as per a group or individual participations will be associated in the training to benefit from it. A special attention will be paid to social norms and cultural practices around gender division labour, when developing methodologies and structure of the training delivery.

Reporting Inception report (within 10 working-days after the commencement of the contract) Progress reports (narrative) as per payment schedule with at least two success stories and high quality photographs of beneficiaries Financial report as per payment schedule A final narrative report with a compendium of case stories of 20 beneficiaries with high quality photographs

Recommended human resources Proposers can assign essential human resources to manage and coordinate the training. The proposed team shall include: A Team Leader A Gender and social Inclusion Expert In order to ensure the required quality standard in reporting to UN Women, the Proposer can assign a dedicated human resource to write quality result-based reports in English.

Eligibility Criteria Open to national or international organization 5 years of experience on vocational skills and entrepreneurship development NGO must have dual registration status both as NGO and commercial business Minimum education and experience of the team leaders and members

Evaluation criteria (annex-3) Preliminary Evaluation: Not in among United Nations suspended companies; Offers are signed by an authorized party, including Power of Attorney if stipulated; The offer is submitted as per the instruction to proposers ref: 4.1 and detailed in the PIS; The offer is valid (Proposal submission form Annex-6 signed for 120 days); The offer is complete and eligible; Organization latest Audit Report (past 1 year); Latest Tax Clearance Certificate; Organization Board of Directors/composition of management.

Evaluation Evaluation of financial proposal A formula (p=y(μ/z) should be used. Where, p=points for the financial proposal being evaluated y= maximum number of points for the financial proposal μ= price of the lowest priced proposal z= price of the proposal being evaluated The contract shall be awarded to the proposal obtaining the highest score after adding the score of technical proposal and the financial proposal.
