Systems Approach District Accreditation applies a systems approach to improvement. It examines how all elements of the school system work in concert for the benefit of student learning. It looks for examples of systemic, systematic, and sustainable improvement. Systemic improvement – using and aligning the interdependent functions within and across the district to produce improvement Systematic improvement – fostering improvement efforts that are regular and predictable at all levels of the district Sustainable improvement – maintaining improvements over time 6

Purpose & Role of the Quality Assurance Review Team Determine the extent to which the district meets the AdvancED standards. Assess the efficacy of the district’s improvement efforts. Evaluate the effectiveness of the district’s methods for quality assurance. Provide high-quality feedback with clear recommendations and actionable next steps. Make an accreditation recommendation. 9

Professional deliberation Shared findings and engaged in deliberations as a team regarding the district’s adherence to the AdvancED Standards.

Interviews with Stakeholders During the on-site Quality Assurance Review, team members interviewed: The Superintendent of Schools 4 members of the Board of Education 21 members of central staff 16 school-based administrators 99 teachers and staff 63 parents, community members, and business partners 60 students TOTAL of 263 stakeholders

Criteria Used to Arrive at the Team’s Findings When reviewing evidence to arrive at its findings, the team: Sought a district perspective; Pursued evidence that could be corroborated through multiple sources; Examined the context and capacity of the district in relation to its vision, mission, and beliefs; and Applied the criteria for accreditation.

Structure of Team’s Findings Strengths Strong and effective practices, processes, or systems which benefit the school district Commendations Significant accomplishments in meeting and/or exceeding accreditation standards and requirements Challenges Limitations and/or barriers that may be impacting (or have the potential to impact) the district’s performance and effectiveness Recommendations Actions that will enhance district effectiveness and improve student learning

Strengths Sufficient financial resources to support educational programs Highly skilled and caring employees throughout the district District support in collecting and analyzing data Establishment of a district-level roundtable Stakeholder groups united for students’ success A sense of community within the individual schools Use of the media to send a positive message in regard to the school district Forward-thinking regarding the integration of technology within the district Engaged in a partnership with Talladega College to enhance teaching and learning

Commendations The Quality Assurance Review Team commends Talladega City School System for: Board members, educators, parents, and community members are committed to providing exemplary education for all students within the Talladega City School System. The district has implemented practices to collect, analyze, and use pertinent data to enhance student achievement. Stakeholder groups appear to be united in their belief that students must be the focus of their collective efforts.

Commendations The use of technology and the media promotes positive communication and provides all stakeholders with relevant information. The superintendent has implemented strategies to ensure open exchange of information through roundtable discussions, ad hoc meetings, and newsletters. The addition of technology has enhanced the instructional effectiveness of teachers, and it has allowed administrators to access data for the improvement of teaching and learning.

Challenges Maintaining the upkeep of current facilities Developing meaningful strategies to reach all parents within the community Increasing the number of minority faculty and staff members in the district Working together as a team for the betterment of students Increasing the use of and developing common assessments and curriculum guides at all grades Responding to the decline in student enrollment throughout the district Expanding fine arts programs within the K-12 curriculum Contending with the digital divide in the community

Recommendations The Quality Assurance Review Team recommends that Talladega City School System: Expand the use of collaboratively developed common formative assessments and pacing guides and begin professional dialogue across all grade levels among schools to increase student achievement. Seek strategies to enhance workable relationships among district leaders in order to move the district forward and promote learning for every child. Explore opportunities to upgrade facilities or construct new facilities to meet the current demands of the district.

Recommendation Investigate options to implement and/or enhance fine arts and physical education programs on every campus and at all grade levels. Employ additional methods of quality assurance designed to assist the district in meeting its responsibility for ensuring that improvement efforts are effective to increase student achievement.

Next Steps Written report of findings submitted within 30 days After receipt of the report, the district is expected to: Review and communicate the findings. Address the recommendations. Monitor accreditation standards on ongoing basis. Monitor strategies for improvement. Submit the Accreditation Progress Report.

Accreditation Recommendation The Quality Assurance Review Team recommends to the AdvancED Accreditation Commission that the Talladega City School System be awarded District Accreditation as a quality school system. Once reviewed and approved by the AdvancED Accreditation Commission, the district and all its schools are granted a 5-year term accreditation.
