The Czech National Implementation Plan for the Sustainable Development Goals Kateřina Fialková, Director, Department of Multilateral Economic Relations, Ministry of Foreign Affairs of the Czech Republic

What process did you follow? Have you focused only on selected SDGs? Question No. 1 Has your country drafted a National Implementation Action Plan for implementing the SDGs at national level? What process did you follow? Have you focused only on selected SDGs? What is its format and what is its timeline?

Strategic Framework Czech Republic 2030 Idea crowdsourcing (summer 2015) Drafting in mini teams (February – March 2016) Six thematic workshops (April – May 2016) Public consultation (August 2016) Two public hearings (November 2016) Adopted by the Government on 19 April 2017

Question No. 2 Has your country developed instructions (directives), within the centre of government and public administration – in the form of recommendations, decisions, guidelines – that guide the Ministries in the process of incorporating appropriately the SDGs into their relevant strategies, programmes and action plans, ensuring in this way policy coherence in SDG implementation?

Implementation governance One ministry assigned as lead coordinator to each SDG Focal point within each ministry

Question No. 3 How has your country integrated the SDGs in the process of drafting and implementing legislative acts (legislative process)? Have you elaborated means, tools and mechanisms which ensure the effective and appropriate mainstreaming of the SDGs in Regulatory Impact Assessments (RIA), Sustainable Impact Assessments (SIA), Ex-ante and Ex-post Evaluation reports accompanying legislative texts and policies?

Questions No. 4 and 5 Has your country created national indicators for monitoring and measuring the economic, environmental and social impacts of the SDGs (monitoring, in quantitative terms, the SDGs impact)? Has your country developed a national SDG indicators' set? Have you chosen indicators only from the global SDG indicators' framework or from EUROSTAT? How do you address gaps in data availability?

Czech lessons learned 1/ participatory process reinforces the ownership of outcomes; 2/ if a strategy cannot be operationalized, it is no good; 3/ run only one implementation process – ideally, focus on your own domestic needs and make the implementation of the 2030 Agenda a function of that; 4/ implementation governance is as important as implementation plans; 5/ seriously consider outside assistance – in this case European money; 6/ engage the new European Commission as soon as possible.

Czech lessons learned - continued 7/ have a sound risk assessment plan; 8/ have a good communication strategy.

Thank you for your attention
