802.11ax Spec Development Process Proposal Month Year doc.: IEEE 802.11-10/0xxxr0 March 2014 802.11ax Spec Development Process Proposal Date: 2014-07-14 Authors: Rolf de Vegt (Qualcomm)) David Halasz, OakTree Wireless

Contents Context and Introduction Month Year doc.: IEEE 802.11-10/0xxxr0 March 2014 Contents Context and Introduction Rationale for introducing a Spec Framework Document (SFD) step in previous projects Proposal for inclusion of an SFD step in the update to the TGax spec development process Next Steps Rolf de Vegt (Qualcomm) David Halasz, OakTree Wireless

Context and Introduction Month Year doc.: IEEE 802.11-10/0xxxr0 March 2014 Context and Introduction Once Taskgroup .11ax has been formed, the group will have to develop and agree on a selection procedure The purpose of this document is to present the argument for the inclusion of the development of a ‘Spec Framework Document’ process step in the selection procedure Rolf de Vegt (Qualcomm) David Halasz, OakTree Wireless

Month Year doc.: IEEE 802.11-yy/xxxxr0 March 2014 Historic Context The Selection Procedure used for 802.11n and other 802.11 groups was based on a process of continuous down selects of competing proposals The use of this down-select procedure has contributed to considerable delays in the standardization process ‘Battles’ between competing proposal camps Scope / feature / option creep In the case of .11ac and later in .11ah and .11ai an alternative procedure was adopted This procedure includes the development of a Spec Framework Document (SFD) Examples of SFD’s can be found in documents: for .11ac: 11/09-0992 for .11ah: 11/11-1137 for .11ai: 11/12-0151 Rolf de Vegt, Qualcomm, Inc. John Doe, Some Company

High Level Overview of Spec Framework based Process Month Year doc.: IEEE 802.11-yy/xxxxr0 March 2014 High Level Overview of Spec Framework based Process Taskgroup develops consensus around a framework for spec elements Aim is to achieve consensus Spec Framework text is added with 75% Taskgroup approval Taskgroup votes to approve a document that describes all spec elements, with the intent that this solidifies the scope and contents of the new specification Participants create detailed text proposals for one or more spec elements Could in theory cover all Spec Elements (i.e. ‘Complete Proposal’) but not necessarily Once the Taskgroup has a coherent enough solution for all spec elements, a vote takes place to send the draft spec out for Taksgroup Review or Working Group Letterballot Rolf de Vegt, Qualcomm, Inc. John Doe, Some Company

Month Year doc.: IEEE 802.11-10/0xxxr0 March 2014 Example: TGai Process, 75% approval vote required for addition / change to SFD Functional Requirements (Doc 11/745) Technical Contribution 75% Y Add to Spec Framework? Spec Framework Document Detailed Spec Text (Draft) Spec Framework Text Spec Addresses Spec Framework and ready for LB? TG or WG Letter Ballot Spec Text Contributions Source: Doc 12/0147r1 Rolf de Vegt (Qualcomm) David Halasz, OakTree Wireless

Sample Content; Excerpt of .11ac Spec Framework Document Month Year doc.: IEEE 802.11-10/0xxxr0 March 2014 Sample Content; Excerpt of .11ac Spec Framework Document VHT mixed format (MF) preamble shall be supported in the draft specification and device support is mandatory. The VHT mixed format preamble shall have the following characteristics:   R3.2.1.A: Robust legacy 11a deferral. The VHT MF preamble shall be designed such that a legacy 11a device will defer for the duration of the transmission to the same degree that it does for an HT MF preamble.    R3.2.1.D: The VHT MF preamble shall include training for a wider channel 1 to 8 spatial streams (see Section 3.4) DL MU-MIMO R3.2.1.E: Since the HT SIG field cannot be expanded without breaking backward compatibility, the VHT MF preamble shall include VHT SIG fields. The VHT SIG fields may include signaling for the following: a) wider bandwidth b) enhanced MCS (see Section 3.3) c) more spatial streams (see Section 3.4) Source: Doc 11-09/0992r21 Rolf de Vegt (Qualcomm) David Halasz, OakTree Wireless

Key Benefits of Spec Framework Approach* Month Year doc.: IEEE 802.11-yy/xxxxr0 March 2014 Key Benefits of Spec Framework Approach* Emphasis on consensus building Technology selection based on technical merits Fair and balanced consideration of which elements to include in the spec Equal access for all participants to contribute technically sound elements to the specification Decision process favors a single solution for a problem over multiple alternative solutions Source: Doc 11-08-0579r0 slide 8 Rolf de Vegt, Qualcomm, Inc. March 2014 Proposal Propose to include an SFD step in the 802.11ax selection procedure Discussion Rolf de Vegt (Qualcomm)

March 2014 Next Steps Once the taskgroup has been established, the group will need to develop and adopt a selection procedure Proposal here is to include an SFD step in the selection procedure for TG ax Rolf de Vegt (Qualcomm)

March 2014 Strawpoll Do you agree with the inclusion of a SFD (Spec Framework Document) step in the .11ax selection procedure? Yes No Abstain Rolf de Vegt (Qualcomm)
