Results of written consultations of the Working Group Working Group on Population and Housing Censuses 19-20 May 2015

Background During discussions at the December 2014 meeting of the Task Force of Future EU censuses, two issues were identified on which further information was to be collected from NSIs Staff resources needed by NSIs to meet the requirements of the 2011 EU census data collection Possible needs for grants to support data source and methodological developments that could be applied for future censuses – both for 2021 and for census-type statistics after 2021 Two short questionnaires, with results discussed at the March 2015 meeting of the Task Force

Questionnaire results

Allocation of resources to different tasks

Did your NSI have previous experience of using SDMX prior to the Census Hub project?   YES NO 11 countries 16 countries

Grants Grants could be made available to support census developments for the 2021 census looking ahead beyond 2021 Questionnaire to NSIs How likely was it that grants would be requested How might any grants be used? - developing / piloting access to and use of new data sources - methodological developments - other technology developments Estimates of the amounts required

Questionnaire results 22 NSIs expressed interest in receiving grants Large variation in the amounts required 20 thousand to 550 thousand euros Total estimated grants required – just over €4 million Possible projects for which grant support could be needed were described briefly by NSIs Most intended projects can be placed in one of three main categories Administrative data sources Sample data sources Geo-referenced data

Task Force opinion on when grants are most likely to be needed Largest need: 2016-2017 allocation – for work to take place 2017-2019 Smaller needs: 2015 – for work in 2016 2.17-2019 – work from 2018 onwards

Arrangements and timetable for grants – VIP.ADMIN Applications now closed Grants under the VIP.ADMIN project General administrative data-related project but priority will be given to proposals related to the census Budget €200 thousand Grants later in 2015

Arrangements and timetable for grants – additional census-related grants Separate budget request for census-related grants €800 thousand requested but not confirmed yet whether this will be available For census-related grants to be awarded in autumn of 2016 Further budget requests in following years if there is a need Grants allocated in the autumn of each year, with work continuing into following year Exact amounts available may increase – if funds unused from other programmes
