Evaluation of Second Interregional Meeting on South-South Cooperation Geneva 22 November 2013 Alejandro Roca Campaña Senior Director

Main objectives of the Meeting To provide a forum for fostering knowledge-sharing and the dissemination of experiences, best practices and lessons learned among developing countries and LDCs on issues related to patents, trademarks, geographical indications, industrial designs and enforcement To support developing countries and LDCs in identifying priorities and special needs in these IP areas, including potential opportunities for South-South cooperation

Participation Total: 105 registered participants WIPO financed 28 participants (5 from each region: Africa, Arab, ASPAC, LAC; 1 China; 1 CEBS; 1 CACEES) Distribution: 32 developing countries and least-developed countries 5 developed countries 4 intergovernmental organizations and 2 non-governmental organizations

Content Program developed on the basis of the guidelines established in the project document adopted by CDIP Focus on following main IP areas, over a 3 day period: Development and formulation of national IP strategies Interface between IP and competition policy Development of patent systems, use of flexibilities, and patent information and knowledge dissemination Trademark protection, GIs and branding strategies Industrial design protection Enforcement in light of Recommendation 45 of the DA National strategies against piracy and counterfeiting

Quantitative analysis Feedback gathered through evaluation questionnaires distributed to all participants on the last day of the meeting Focus on following information: Overall assessment of the meeting (program and quality of presentations) Opportunities for participation and sharing Contribution to project objectives Analysis of responses based on 46 completed forms

Overall assessment Over 93% of respondents rated the meeting good, very good or excellent

Opportunities for participation & sharing ~70% of respondents considered that opportunities for participation and sharing during the meeting were very good or excellent

Contribution to main objective Foster the sharing of national experiences and information on the process of design and implementation of national IP policy and legislation, and use of flexibilities 67% of respondents considered that the meeting had fully achieved this objective

Contribution to… A better understanding of IP and its potential contribution to development in developing countries and LDCs 80% of respondents considered that the meeting had fully achieved this objective

Contribution to… Raising awareness of the strategic use of IP to foster innovation in developing countries and LDCs 79% of respondents considered that the meeting had fully achieved this objective

Contribution to… Identifying priorities and special needs of developing countries and LDCs the IP areas discussed during the meeting 77% of respondents considered that the meeting had fully achieved this objective

Overall organization of the meeting Over 77% of respondents rated the overall organization of the meeting as very good or excellent

Qualitative assessment Sharing experiences and knowledge is especially important for LDCs like my country Very informative presentations Organisation was excellent …would have required more time for in-depth discussions as such exchanges are of great value More time needed so that more country examples could be shared

Qualitative assessment Would be useful to have an online library with all presentations Developing countries and LDCs need to move beyond the sharing of experiences and cooperate on concrete projects in the field of IP Need more trainings and workshops Need webpage that includes cases on the successful use and potential of IP from countries of the South Need for more focused and thematic South-South meetings In addition to learning about lessons learned, developing countries and LDCs need guidance on how to implement good practices, step by step

In conclusion South-South Meeting provided a platform for a fruitful exchange of experiences and lessons learned, bringing together countries from all regions More time needed for more in-depth discussions Beyond the sharing of experiences, there is a need for more practical trainings and workshops based on successful country experiences in using IP as a tool for development Important role of traditional donors and of the multilateral system as catalysts of South-South cooperation and in scaling-up the impact of South-South cooperation
