Institutional care and housing services in social care 2013 Residential homes for older people had 11 920 clients and sheltered housing with 24-hour assistance 34 800 clients on 31 December 2013. Compared with 2012, there was a 12.3% drop in client numbers for residential homes for older people, while there as an 8% increase in client numbers for sheltered housing with 24-hour assistance. Also client numbers for long-term care in health centre wards dropped by some 20%. The structure of the service system has changed. Use of sheltered housing with 24-hour assistance is up, while use of institutional care is down. At the end of 2013, institutions for people with intellectual disabilities had a total of 1460 clients, which was 9.2% down on 2012. By contrast, the number of clients in housing services for people with intellectual disabilities increased by 6.7% to 7037 clients at the end of 2013.
