Sustainable development goals indicators for cities By Lewis Dijkstra Deputy Head of Unit Policy Development and Economic Analysis Unit, DG Regional and Urban Policy European Commission 1

It’s complicated Multiple actors: national actors, international organisations, UN agencies… Definition of indicator: tier 1 through 3 In some cases, the indicator itself needs to change Definition of territories: see global definition work Not all indicators are relevant in the EU

What indicators are relevant for cities? Indicators that are part of SDG 11 But many other indicators as well such as traffic fatalities or homicides A breakdown by degree of urbanisation would be useful for most of the indicators collected by household surveys: employment, poverty, overcrowding…

Eurostat Eurostat will do a light reporting based on data that is already available in 2017 Limited to 6 indicators per goal Unclear to what extent it will include a breakdown by region, degree of urbanisation or per city Indicators and spatial breakdowns will be discussed again for the report in 2018

Six indicators for SDG 11 (draft): Overcrowding by degurba Exposure to noise by degurba Air pollution per city and all cities Satisfaction with public transport by degurba Traffic fatalities by NUTS-2, city and degurba Recycling rate of municipal waste (national) Built-up areas (included under SDG 15)

REGIO and JRC Access to public transport per city Access to urban green space per city Artificial areas per city Air pollution per city Traffic fatalities per city To be included in a special folder on the urban data platform

Working paper: http://ec.europa.eu/regional_policy/en/information/publications/working-papers/2016/a-walk-to-the-park-assessing-access-to-green-urban-areas-in-europe-s-cities Data updated since Copernicus Urban Atlas has been completed (March 2017)

Urban indicators: access to public transport Frequency of public transport services in cities, in relationship to the spatial distribution of population Access within walking distance Frequency of the services according to timetables Copernicus Urban Atlas GEOSTAT population grid at 1 km² and other (sub-local) population distribution (PD) data Stops' location and timetables (open data / licensed data) Street network How does urban public transport perform in terms of frequency and speed?

Working paper: http://ec.europa.eu/regional_policy/en/information/publications/working-papers/2015/measuring-access-to-public-transport-in-european-cities Analysis extended to more cities: update of the paper is planned for 2017, including map viewer
