Objective of the considerations To develop snow tyre provisions for all C1, C2 and C3 tyres (including retreaded tyres) for use on M , N and O vehicle categories, as it is already existing for snow tyres (R117) Designation of tyres for use in winter/snow conditions Marking these tyres to reflect on their designation Appropriate qualification criteria for tyres designated for use in winter / snow conditions. 69th GRBP, 22-25 January 2019

Activities related to this subject since 68th session of GRB Meeting (in person + Webex) of interested experts, December 3rd (14:00 – 18:00) and 4th (9:00 – 13:00) ETRTO office, Brussels; hosted by ETRTO; attended by delegations of ETRTO, BIPAVER, Finland, France, Japan and Germany Comments submitted after review of the meeting by delegation of Russian Federation Meeting for review and alignment with Russian Federation and to include Norway as a new interested expert, January 22nd, 2018 at Geneva. 69th GRBP, 22-25 January 2019

Objective of the December 3rd and 4th meeting The meeting on December 3rd and 4th had the purpose to further prepare snow tyre provisions for GRRF/GRB selected option for Regulatory Scenarios: Integrate Professional Off Road (POR) tyres and studded tyres in Regulation No. 117 (“R117”) for snow performance only Extend scope of R117 accordingly. 69th GRBP, 22-25 January 2019

Draft of new/amended snow tyre provisions Extended Scope of Regulation No. 117: Uniform provisions concerning the approval of tyres with regard to rolling sound emissions and/or to adhesion on wet surfaces and/or to rolling resistance and/or snow performance. 69th GRBP, 22-25 January 2019

Draft of new/amended snow tyre provisions Amended Definition “Snow Tyre for use in severe snow conditions means a Snow or Special Use tyre whose tread pattern, tread compound or structure is specifically designed to be used in severe snow conditions and that fulfils the requirements of paragraph 6.4. of this Regulation.” Provision that all Special Use tyres can be applied for Type approval regarding Snow Performance and 3PMSF marking. 69th GRBP, 22-25 January 2019

Task list for development of snow performance requirements To be further investigated: Amendment of qualification criteria for Special Use tyres category (e.g. POR tyres)  No qualification criteria (test method and threshold) other than existing ones Some POR tyres will not be suitable for testing with existing methods (SRTT, test vehicles, load, tracks) Studded tyres: work in progress Analysis of snow design parameters adapted for special use tyres and possible impact on S-W-R Feasibility of including tires with nominal rim diameter code = or >25 into the R 117: Proposal to not include diameter code = or >25 in R117 Market assessment of dimensions in 24” that might cause testing problems to actual 3PMSF test procedure (vehicle, load, SRTT) Transitional provisions Verify if the proposed changes will imply a new series of amendment to R117, and in case ask guidance from CP’s Definition of the suffix for the Type Approval marking. 69th GRBP, 22-25 January 2019

Group recommendation: Extend scope of R117 accordingly.
