SNA: Local School Wellness Policy Resources Susan Coppess scoppess@schoolnutrition.org First thank you to Terry for asking SNA to be a part of this panel discussion. I want to talk a little bit about what SNA has been doing in terms of providing our members with resources for local school wellness policies

SNA’s LSWP Resources Evaluation Implementation of Policies Policy Development Process Since 2005 we have tried to develop our LSWP resources based on different aspects of the LSWP process beginning with helping our members understand the regulatory aspects of LSWPs, to the development of policies, and currently in understanding implementation and evaluation of aspects of these policies. Understanding of Regulation 2005 2006 2007 2008

SNA’s LSWP Resources EDUCATION TRACKING Evaluation Implementation of Policies Policy Development Process For each of these sections we have been primarily focused on 2 goals. First, Providing educational resources and information to our members and Second, Collecting (or tracking) information throughout the different stages of the process to aid in understanding of the polices and to help develop and locate the most useful educational resources. I will briefly go through each of these stages and summarize what SNA has done both from an educational resources section and the information that has been collected. Understanding of Regulation 2005 2006 2007 2008

SNA’s LSWP Resources EDUCATION: Creation of LSWP Website Basic of LSWP Webinar (June 2005) Conference Sessions In 2005 as the idea of LSWP was being introduced to school districts, it was important to provide understanding of the regulation. One of the essential things we did was create a section of our website dedicaed to this topic.. Understanding of Regulation 2005 2006 2007 2008

Here’s what this page looks like and is just a click away from SNA’s homepage if you go to Hot Topics Menus choice on the left side of the screen. We have used this web page as a way to provide members with the resources necessary. And we are continually updating this page with information and resources developed by SNA as well as information and tools from other groups as well.

SNA’s LSWP Resources EDUCATION: Creation of LSWP Website Basic of LSWP Webinar (June 2005) Conference Sessions Also in this stage of the process we conducted webinars and had conference sessions that helped our members understand the regulation as well as how to get involved in the policy development process. Understanding of Regulation 2005 2006 2007 2008

SNA’s LSWP Resources TRACKING: Policy Development Progress (survey Jan 2006) Collection & Analysis of Policies - Foundation for the Future I & II EDUCATION: Conference Sessions Policy Development Process The second stage was helping school districts and especially school nutrition directors through the policy development process. In Jan 2006 we conducted a survey with sn directors to find out if they had started to develop a policy as well as learning what was being included in these policies. This really helped us focused what types of resources were needed. In 2006 we 2005 2006 2007 2008

SNA’s LSWP Resources EDUCATION: Webinar on Successful Practices (March 2007) Conference Sessions Wellness Booklet (Jan 2008) Implementation of Policies TRACKING: Implementation Survey – From Cupcakes to Carrots (Sept 2007) Currently we are focused on the implementation stage of these policies. We found that there was a fair amount of variation in the types of wellness policies being implemented, especially in the types of programs being included. Because of this variation, our education resource efforts are focused on faciliating communication between school nutrition programs to help them learn from those who have overcome hurdles and/or had successes in 2005 2006 2007 2008

Understand progress toward implementation From Cupcakes to Carrots: Local School Wellness Policies One Year Later Objective A: Understand progress toward implementation Result: Many School Nutrition programs have implemented the nutrition standards for their program. 92% Implementation of Reimbursable Meals 72% Implementation of A la Carte Foods & Beverages 61% Implementation of School Nutrition run Vending Finally, I would like to go through SNA’s most recent report on local school wellness policies. This report is the fourth in a series where SNA has focused on different issues related to local school wellness policies. The first was on policy development, the second and third were on what is included in policies, and this report focuses on the implementation status of lswp and the impact they are having on school nutrition programs. Not focused on best practices mainly interested in sharing information on what people are doing. NDC has supported many of these lswp reports.

From Cupcakes to Carrots: Local School Wellness Policies One Year Later Objective B: Understand the impact that districts’ nutrition standards have on school nutrition programs Result: 78% experienced increased costs as a result of LSWP nutrition standards Finally, I would like to go through SNA’s most recent report on local school wellness policies.

Understand the common challenges associated with implementation From Cupcakes to Carrots: Local School Wellness Policies One Year Later Objective C: Understand the common challenges associated with implementation Result: Hurdles to Implementation of Nutrition Standards 1. Price of products that meet standards (62%) Acceptance of Changes by Students (60%) On-going oversight and monitoring of standards ( 51%) 4. SNA’s LSWP Resources Evaluation 2005 2006 2007 2008 First in July we released the School Nutrition Operations Report. This report is based on a survey of school nutrition directors and covers many different facets of operations. This is a bi-annual report and we typically get a strong response to this survey from members.Im 2005 2006 2007 2008
