CLIPS WORKSHOP APPLICATION OF CLIMATE INFORMATION IN DISASTER MANAGEMENT PRESENTED BY COL (RTD) B S WENDO DIRECTOR NATIONAL (DISASTER) OPERATIONS CENTRE OFFICE OF THE PRESIDENT KENYA 1

DISASTER A SERIOUS DISRUPTION OF THE FUNCTIONING OF A SOCIETY, CAUSING WIDESPREAD HUMAN, MATERIAL OR ENVIRONMENTAL DAMAGE AND LOSSES WHICH EXCEED THE ABILITY OF THE AFFECTED SOCIETY TO COPE USING ONLY ITS OWN RESOURCES 2

BROAD CATEGORIES OF DISASTERS NATURAL - RAPID ONSET FLOODS EPIDEMICS EARTHQUAKES VOLCANIC ERUPTIONS NATIONAL - SLOW ONSET DESERTIFICATION DROUGHT FAMINE 3

COMPLEX DISASTERS - OFTEN COMBINATIONS THAT TRIGGER HUMAN MADE CROWD INCIDENTS TERRORISM WAR AND CONFLICT (ACTIVE DISAGREEMENTS) DEFORESTATION COMPLEX DISASTERS - OFTEN COMBINATIONS THAT TRIGGER OTHER DISASTERS WAR AND CONFLICT FAMINE REFEUGEES EPIDENMICS ENVIROMENTAL/ECOLOGICAL 4

SOME CAUSAL FACTORS POVERTY POPULATION GROWTH RAPID URBANIZATION TRANSITIONS IN CULTURA PRACTICES ENVIRONMENTAL DEGRADATION LACK OF AWARENESS AND INFORMATION WAR AND CONFLICT EXTREME CLIMATIC IMPACT 5

CLIMATE INFORMATION IN DISASTER MANAGEMENT WE KNOW THAT 75% OF ALL NATURAL DISASTERS ARE CAUSED BY OR INFLUENCED BY CLIMATIC CONDITIONS. EXTREME CLIMATIC CONDITIONS ON THEIR OWN ARE SOME OF THE WORST TRIGGERS OF DISASTERS. THE REMAINING 25%, CAN BE COMPLICATED BY CLIMATE. EVEN OTHER DISASTERS CAN BE INFLUENCED BY CLIMATE. 6

DISASTER MANAGENENT CONTINUUM PREVENTION MITIGATION PREPAREDNESS RESPONSE RECOVERY RELIEF REHABILITATION RECONSTRUCTION DEVELOPMENT/PLANNING 7

AIMS OF DISASTER MANAGEMENT REDUCE OR AVERT POTENTIAL LOSS OF LIVES OR PROPERTY AND OR DAMAGE OF ENVIRONMENT ASSURE PROMPT AND APPROPRIATE ASSISTANCE TO THOSE IN NEED ACHIEVE RAPID AND DURABLE RECOVERY FROM DISASTERS/IMPACTS 8

CLIMATE AND DISASTER MANAGEMENT CONTINUUM PREVENTION, MITIGATION, PREPAREDNESS WHAT WHEN WHERE EXTENT INTENSITY DURATION 9

RESPONSE WHAT WHEN WHERE EXTENT INTENSITY DURATION 10

RECOVERY RELIEF REHABILITATION RECONSTRUCTION WHAT WHEN WHERE EXTENT INTENSITY DURATION 11

DEVELOPMENT/PLANNING WHAT WHEN WHERE EXTENT INTENSITY DURATION 12

CONCLUSION YOU MAY HAVE UNLIMITED RESOURCES, BUT, YOU NEED TO UNDERSTAND AND APPRECIATE WHAT CLIMATE CAN DO TO AND INFLUENCE YOUR PLANNING, PREPAREDNESS, MITIGATION, RESPONSE, RECOVERY AND DEVELOPMENT. CLIMATE INFORMATION AND DATA CAN NOT BE IGNORED IN ANY OF THE PARTS OF DISASTER MANAGEMENT CONTINUUM. IT FORMS A CORE FACTOR THAT WILL ALWAYS INFLUENCE YOUR DECISIONS. YOU IGNORE IT, YOU CERTAINLY FAIL. 13
