Re-cap on xoserve Processes Unregistered & Shipperless sites are currently divided into two pots – Activity and No Activity Activity MPRs are sent to the shipper in question to resolve No Activity MPRs process is being set up and will require input from UIPs, GDNs and MAMs – xoserve are due to start discussions with relevant parties shortly. 11,500 MPRs currently in the Activity Pot 20,000 MPRs currently in the No Activity Pot 1st June 2009 energynetworks.org

GDN Rights Transporters/Suppliers have rights of entry to inspect (Gas Code para 23) regardless of whether theft / gas illegally taken is suspected. Transporters/Suppliers may cut off supply where the consumer intentionally damages fittings / meter /service pipe (Gas Code para 10) Transporters/Suppliers may cut of supply where a person entering into occupation of any premises previously supplied with gas by a gas supplier does not take a supply of gas. (Gas Code para 24(1)(c)) If a consumer improperly uses or deals with gas so as to interfere with the efficient conveyance of gas by the public gas transporter (whether to the consumer or to any other person), the transporter may, if he thinks fit, disconnect the consumer’s premises. (Gas Code, Schedule 2B, para 18) - This paragraph is open to interpretation and different opinions may be had by GDNs 1st June 2009 energynetworks.org

Conclusions The new No Activity xoserve process has not been given the opportunity to yield any results yet Data collection exercises are needed across industry parties Resolving root causes and tighter regulation need to be given further consideration Site visits may not be the most effective solution at present as there is currently no method of prioritisation and potential high costs to the industry 1st June 2009 energynetworks.org
