Japanese proposal on point 4 of section B.2. Japan recognizes that the EC proposed that each country and region can define requirements of MI activation(EPPR-07-25e), because the EC has their own requirements which are applicable in EU. On the other hand, the OBD GTR draft, which is under discussion, prescribes the items to be monitored by circuit diagnosis and/or electric malfunction detection from the global harmonization perspective. Japan accepts the EC proposal that CP may add other performance criteria where needed. However, the basic concept for OBD-I requirement should be described as the MI activation at the malfunction detection of monitored items. It contributes to the global harmonization as the first global technical regulation of motorcycle OBD-I.

Japanese proposal on point 4 of section B.2. Japan proposes to add the following clause in the new paragraph 2.5.1.(paragraph number TBD) 2.5. A ctivation of malfunction indicator (MI) 2.5.2. Basic concept of OBD-I system is that MI shall be activated when the electric or electronic malfunction is detected for the parts as listed on the table B.2.2.-1. In this case, CP may add other performance criteria where needed.　 MI activation provision by malfunction is inserted on 2.5.2. The original 2.5.2 and 2.5.3. are renumbered consequently. With this additional text, the basic concept of “what should be monitored and diagnosed to users” is encouraged to harmonize globally.

Need to confirm about the deletion of B.2.4. Japan has made comments on OBD-GTR draft to remove the description about OBD emission threshold and torque reduction (See EPPR-06-11 & EPPR-06-13). This modification is still necessary even when the section B.2.4. is deleted.
