Objectives of the Task Force Clarify the concepts related to the data on learning mobility to be provided according to the revised UOE Commission Regulation. Agree on a detailed revision of the methodological manual on LM in tertiary education. Analysis of data on degree mobile graduates (GRAD9). Proposal for new transmission tables on LM. Eurostat ETS Working Group - Luxembourg, 25-26 April 2013 LMHE 2020 EU benchmark “By 2020, an EU average of at least 20 % of higher education graduates[1] should have had a period of higher education-related study or training (including work placements) abroad, representing a minimum of 15 ECTS credits or lasting a minimum of three months.“ [1] It refers to people graduating in 2020. Revision of the manual – Measuring mobility ‘throughout the cycle’ Task Force agreed that in the revised manual it is necessary to: Clarify that the concept of degree mobility means mobility within each ISCED level and in relation to the country of prior education (upper secondary or the best national estimate). Reference to ‘throughout the cycle of study’ related to credit mobility should be understood as ‘within each ISCED level of education’. Similarly to the examples on degree mobility, add an item ‘implementation of definition of credit mobility’ including examples to illustrate the concept. Clarify that degree mobility takes precedence over credit mobility, for the calculation of the EU benchmark. Eurostat ETS Working Group - Luxembourg, 25-26 April 2013

Conclusions regarding the EU benchmark Only EU benchmark will be published. No national benchmarks will be disseminated. Decisions on dissemination of data provided by countries and a possibility to calculate other separate indicators for degree and credit mobility will be on the table of the next Task Force meeting in 2015 based on the pilot data on LM collected in 2014. Conclusions on the cooperation with OECD/ UIS Eurostat will continue to discuss with OECD/UIS on the harmonised definitions as regards degree mobility for the future data collection and report back on the agreements reached to the EU Member States. Next steps for the revision of the LM manual Eurostat will send the revised version of the manual by the end of May. Countries will have around 15 days to provide the comments till mid-June. Conclusions concerning data available from GRAD 9 table Task Force took note of the information presented by Eurostat about the 2011 data available from GRAD 9 tables. Task Force took note of the request to send the missing metadata information about the country of origin and the exact definition for the country of prior education, mainly with regard to ISCED level 6 or residence by mid-June. Countries are also invited to use “country of prior education" if possible from 2013 onwards. Eurostat ETS Working Group - Luxembourg, 25-26 April 2013

Conclusions on the new tables for pilot LM data collection Task Force took note of the proposal for new tables for pilot LM data collection needed to report on benchmark by the end of 2015. Task Force members were invited to provide comments on the content and the format of the tables by the end of May. Eurostat will revise the tables accordingly. Task Force pointed out that for credit mobility data on graduates from the academic year 2012/2013, it will be very difficult/impossible to introduce now changes and new concepts. Eurostat took note of these concerns and will reflect on the possibility to do the pilot data collection on credit mobile graduates 2013/2014 with the transmission the end of May 2015.
