Integrated Safety and Environmental Management M. Scharfenstein - ES&H Coordinator 13 May 2009

Construction, Commissioning, Operations Readiness for Users DOE O 450.1 / Safety Management System (ISM) DOE O 413.3A / Program and Project Management DOE O 420.2A / Accelerator Safety The Environmental Assessment developed for the LCLS resulted in a Finding of No Significant Impact From a high level and from an ES&H perspective what is LCLS and the associated drivers. While not mentioned 10CFR851, OSHA, RCRA, SWPPP, etc are all implied and driven by ISM.

PROJECT SAFETY EXPERIENCE Through March 2009 DART Rate Total Project Hours 2.16 M Hours worked DART Rate 1.03 SubContractors 597 K Hours worked DART Rate 3.02 (9 Incidents) TRC Rate 4.02 (3 Incidents) LCLS Collaboration 1,566 K Hours worked DART Rate 0.26 (2 Incidents) Injury rates based on 200 K hours (100 man years) of effort. DOE/SC Goal is a Reportable Case (TRC) rate of < 0.25 and a Days Away, Restricted, or Transferred (DART) rate < 0.65 per 100 FTEs.

CF & Technical Systems Stewardship Excellent Safety Record 120K+ hours w/o injury (TRC or DART) S20, MMF, Injector, Linac TSI, S522, LTU Project Managers / UTRs / Installation Managers Direct management of subcontractors Communicate ES&H Expectations Guide them to success Enforcement when needed Thorough Work Planning and Control Aggressive ISM management Issues identified and addressed immediately Positive Results Ownership of safety Our challenge to ourselves is to maintain Zero!
