Efforts to Pass Prop 69 & Protect SB 1

Senate Bill 1 - $52 Billion Over 10 Years $26 BILLION – Cities and Counties $26 Billion State Highway System $15 BILLION -“Fix-it-First” highway repairs, 17,000 miles of additional pavement fixed $4 BILLION - Bridge and culvert repairs 500 bridges and 55,000 culverts and drains fixed $3 BILLION - Trade corridor improvements $2.5 BILLION - Reduce congestion $1.4 BILLION - Interregional highway & intercity rail

Senate Bill 1 – Projects Underway Projects already underway across California Filling Potholes and Repaving/Resurfacing Improving Bridge Safety Traffic Congestion Relief Road Safety Driver and Pedestrian Safety Projects in Every Community: 4,000+ projects 479 cities 58 counties

2018 Ballot Measures Prop 69 (ACA 5) on June ballot: Constitutional amendment; Prevents legislature from redirecting new transportation revenues Ensures new funds dedicated to transportation Repeal of SB 1 potentially on November ballot: Repeals SB 1 revenues; requires future voter approval on new transportation funding measures

Prop 69: June 2018

Prop 69 on June Ballot: Accountability Prohibits the Legislature from borrowing or diverting these revenues for non-transportation purposes. Ensures SB 1 funds can only be used for transportation improvement purposes. Prop 69 will extend constitutional protections to SB1 revenues that aren’t currently protected.

Repeal of SB 1 (Potential): November 2018

Current Status Proposition would: Current Status: Repeal SB 1 revenues - $5 billion annually Stop future transportation funding (state voter approval on new funds) Current Status: Still gathering signatures Early May submission to counties / qualification by June 28 Nearly $1.9 million in main committee CA Republican Party, John Cox, Kevin McCarthy, Mimi Walters, Congressional Republicans are major funders. Carl DeMaio volunteer effort Proposition would: – requires statewide voter approval Transportation repair needs deficit grows larger and larger Claim to have 650,000 valid signatures required (900,000+ needed to account for errors)

Repealing SB 1 Jeopardizes Public Safety NHTSA: poor roadways factor in over 50% of the 3,623 roadway fatalities on CA roads in 2016 ARTBA study: as crash, injury and fatality rates fall, CA drivers will save $58 million per year Halts roadway improvement projects that will save lives, improve safety Proposed safety improvements to infamous “Blood Alley” Intersection in San Luis Obispo are being funded in part by SB 1

Repeal Robs Funds and Stops Projects in Every Community in CA More than 4,000 projects already identified by cities and counties ½ of all SB 1 funds go to cities and counties Visit RebuildingCA.ca.gov/map Enter your city or county into the filter. It will produce a project list that you can download.

Repeal Increases Traffic Congestion Halts traffic congestion relieving projects $250 million per year for congested corridors and relief management $300 million per year for trade corridors SB 1 funds will be used to restore the State Transportation Improvement Program (STIP) Eliminates funds for public transit Stop local road repairs that improve traffic flow and ease congestion

Costs Drivers More in the Long Run Drivers will save money due to SB 1 Average of $818 million per year in operating costs Savings of nearly $300 per household per year Average driver spends $739 per year on repairs due to bad roads Maintaining roads costs 8x less than fixing

Repealing SB 1 Hurts Job Creation, Economy SB 1 generates $183 billion in economic activity and driver benefits Creates or sustains nearly 68,000 jobs per year 77% of these jobs are outside the construction industry
