Background The EU has been so far one of the main supporters of the cultural sector in Palestine An evaluation of the Support to the Cultural Sector in Palestine took place in It is widely recognized that EU support is essential for Palestinian cultural projects.

Past EU support focused on short-term projects rather than facilitating an integrated long-term development plan for the culture sector. EU introduced a new approach within the context of the European Joint Strategy This action will be complementary to the EU funded East Jerusalem programme and the programme Promoting Governance and Citizenship in Palestine.

Special Objectives Support Palestinian cultural workers in developing their abilities Promotion of Palestinian culture in Europe; Support to small cultural projects, especially for organizations based in remote and rural areas.

Expected Results Improved management ability of cultural operators. Open opportunities to Palestinian teens and ladies for creativity and self- expression. Enhanced engagement of the Palestinian public, with a special focus on the young and female public, in remote and rural areas in cultural actions. Increased participation of Palestinian artists in European festivals and games. Improved public information in Europe about Palestinian culture and story.

Preferences Increasing values such as kindness, respect for difference, human rights and fundamental freedoms. Funding in long-term cultural programmes for the youth. Promoting greater civic engagement of women and youth. Preference will be given to projects where a Palestinian organisation is the lead applicant.

Economic Allocation The overall indicative amount is EUR 2,000,000. The contracting government (EUREP) reserves the right not to award all available funds. Indicative allocation of funds by lot: Lot 1: EUR 1,000,000 Lot 2: EUR 1,000,000

Lot 1 Lot1: Improvement of a more different, professional and sustainable Palestinian cultural sector able to work at Palestinian and European level Objectives: Increasing abilities and skills of the more mature Palestinian cultural workers to be more professional, with special attention to special skills for youth and women; Giving to promote the Palestinian identity in Europe by increasing audiences and developing access to European and international markets.

Lot 2 Lot 2: Improvement of cultural expression in Palestinian remote and rural areas as well as areas that are less exposed to the different artistic expressions. Under lot 2, applicants shall propose financial support to third people in order to help to achieve the objectives of the action. Applicants shall also present detailed risk assessment and remission measures to ensure the application of the activities in the targeted localities.

Size of Grants Lot 1 &2 Minimum Amount: EUR 250,000 Maximum Amount: EUR 500,000 Minimum percentage: 60% of the total eligible costs Maximum percentage: 90% of the total eligible If the allocation indicated for a specific lot cannot be used due to lacking quality or number of proposals received, the contracting government reserves the right to reallocate the remaining funds to another lot.

Eligible Applicants be a right person and be non-profit-making and beaspecifictypeoforganisationsuchas:anon- governmentalorganisation,educationalinstitute, cultural network, cultural director and be set in a Member State of the European Union or in Palestine (West Bank, East Jerusalem and Gaza)

Eligible Actions Duration Maynotbelowerthan12monthsnorexceed36 months. Location ActionsmusttakeplaceinPalestine(i.e.WestBank, Gaza Strip and East Jerusalem) and Europe

Eligible Actions Areas or themes Culture including: Traditional arts areas viz acting arts, visual arts, and cultural fashion (drama, folklore, dance, history, music, festival, etc). Cultural projects (film, TV, video, radio, photography, new media, books, posting, structure, abilities, product design, graphic design, fashion design, museums, galleries, salons etc.)

Budget  In EUR and in balance  The budget should be clear, flexible and sensible with a good understanding of the objectives and activities of the action.  Do not forget costs, the reserve is for during and not for errors in the budgeting!  The budget is always linked to action and there must have a unity between the two, it must reflect all expense in line with the planned activities  Costs and unit prices should be verifiable with fitting supporting documents  The amount of the grant can never be increased

Other Incident reserve (max 5% of BL 7! - prior permission) to meet unforeseen costs required to deliver project results and meet stated objectives not to fund additional activities at the end of the project Indirect costs (max 7% of BL 7!) incited by the Receiver ) in relationship with the eligible direct costs for the Action. Support to Third Someone's Under lot 1, applicants may move financial support to third people. Under lot 2, applicants shall propose financial support to third. Visibility The applicants must take all necessary steps to advertise the fact that the European Union has financed or co-financed the action. Applicants must comply with the Visibility Manual for EU outside actions defined and published by the European Commission at visibility-manual-eu-external-actions_envisibility-manual-eu-external-actions_en).

How to Apply Registration in PADOR is obligatory Lead applicants must make sure that their PADOR profile is up to date. Provide information about the action (concept note) and (full application). Online submission via PROSPECT is obligatory for this call, Organisations registered in PADOR get a unique ID (EuropeAid ID) which they must mention in their application. PADOR is accessible via the website:

How to Apply It is strongly recommended to register in PADOR well in advance and not to wait until the last minute. If it is impossible to register online in PADOR for technical reasons, the applicants must complete the ‘PADOR off-line. Concept Note Content In accordance with the concept note form In English Must only provide a guess of the requested EU giving and percentage of that addition. A detailed budget is to be presented at full application stage. The elements outlined in the concept note may not be modified in the full application. The EU addition may not vary from the initial estimate by more than 20 %.

Concept Note Content Owncontributionsbytheapplicantscanbereplacedbyother donors' contributions at any time. Only the concept note form will be evaluated. Include ALL the important information. No additional additions should be sent. Any error or major error may lead to the rejection of the concept note. Hand-written concept notes will not be accepted.

Where to send concept note The concept note together with the report by the lead applicant (Annex A.1 section 2) must be submitted online via PROSPECT In the submission of a concept note online, the lead applicant will receive an automatic confirmation of receipt in its PROSPECT profile.

Deadline for submission of concept notes The deadline is at (30/04/2019 at 15:00) Brussels date and time. The lead applicant is well advised not to wait until the last day due to slow Internet traffic etc. EUREP cannot be held subject for any delay. In the case of hand-deliveries, the deadline for getting is at 16:00 Jerusalem time. Any concept note submitted after the deadline will be rejected.

Official Check If the deadline has been met. Unless the application will be automatically rejected. If the concept note meets all the rules defined in the checklist. If any of the requested information is missing or is incorrect, the application may be rejected on that single data.

Evaluation and Selection Section Maximum Score 1. Cross-cutting elements : environmental/climate change, promotion of gender equality and equal opportunities, needs of disabled people, rights of minorities and rights of indigenous peoples, youth, etc. 5 Maximum total score 50

Evaluation and Selection Only the concept notes with a score of at least 30 will be considered for pre-selection. Lead applicants will receive a letter showing the reference number of their application and the results. This letter will automatically appear online in PROSPECT. Thepre-selectedleadapplicantswillbeinvitedtosubmitfull applications.

Verification of Eligibility The eligibility verification will be performed on the data of the supporting documents requested by EUREP. Itwillbydefaultonlybeperformedfortheapplications that have been provisionally selected. Thedeclarationbytheleadapplicantwillbecross- checked.

Submission of Supporting Documents for Provisionally Selected Applicants Supporting documents must be provided through PADOR: The law orarticlesofassociationoftheleadapplicant,co- applicants. A report from the lead applicant for the last 3 financial years. Acopyoftheleadapplicant’slatestaccounts(theprofitandloss account and the balance sheet for the last financial year ). Just being sheet (Annex D) completed and signed by each applicant. Financial identification form of the lead applicant (Annex E) certified by the bank.

Notification of Decision The lead applicants will be informed in writing of the Contracting Authority’s decision concerning their application and, if rejected, the reasons for the negative decision.
