The Third Sector – working definition Not-for-profit Independently defined mission and purpose Primarily focussed on addressing disadvantage

Third Sector in post-16learning and skills (1) 58 have direct contracts 95 with subcontracts >£100k Many more smaller subcontracts £112 million funding All routes – AEB largest Elatt

Third Sector in learning & skills (2) Higher proportion: Ethnic minorities People with disabilities/learning difficulties Lower qualifications in WBL Achievement rates Higher in FE Slightly lower in ESF & WBL More likely to progress to further training LSIS/BIS research 2012

Challenges (1) ‘Biggest Train Set in the World’ Since early 1980s:   28 major pieces of legislation related to vocational, FE and skills training 6 different ministerial departments with overall responsibility for education 48 secretaries of state with relevant responsibilities No organisation set up by Government in FE has survived longer than a decade. Challenges (2) 80% + decline in third sector contracts since 2008 Distinct contribution not recognised by policy makers Administrative decisions fail to differentiate impact Risk Access to investment Mission focus

Why a partnership with AELP (1) Most third sector providers funded through contract Share many issues with other ITPs Machinery of Government changes & localism make it more difficult for a small organisation to make its voice heard AELP membership includes many third sector providers Brixtowe Youth Homelessness
