COUNCIL ON LEGISLATION Purpose – To give an opportunity to Rotarians, Clubs and Districts throughout the world to make their feelings known on how Rotary International and The Rotary Foundation are operating, and what, if any, changes should be made to those operations.

10-06 ENACTMENT To provide for e-clubs Currently 14 e-clubs worldwide Proposed amendment to 2 per district – Failed 99 to 401 Proposed amendment – Not more than 50 altogether – Passed 311 to 147 Enactment Passed – 430 to 85
10-52 & 10-53 ENACTMENTS 10-52 – Transferring active member shall be contingent upon receiving certificate from prior club certifying the person was a member of the club. Passed 307-193 10-53 – Certificate must indicate that all debts have been satisfied. Dropped 90 delay feature. Passed 475- 28
10-61 ENACTMENT To change time frames of Spring Assembly & PETS. PETS – To be held February or March Spring Assembly – To be held March – April or May Purpose is to give training to incoming Presidents and officers as early as possible. Passed 423 – 87
10-127 ENACTMENT Proposed to raise dues $2.00 per year for next three years. RI Board amended to $1.00 per year and not more than 2% per year thereafter Amended to strike 2% thereafter – Passed 313 – 180 Passed amended enactment 416-98
10-128 Enactment Proposed to have RI dues based upon the gross national product per capita. Withdrawn
10-133 ENACTMENT To eliminate requirement to pay dues for a minimum of 10 members regardless if fewer members Proposed by Western Australia District 9650 All eligible in town are members, nearest next town a long, long ways off. Failed – 124 - 386
10-09 ENACTMENT Person terminated from Club membership forfeits any rights to club property. Little discussion – Passed 321- 178
10-45 ENACTMENT Proposal to add Corporate Member as category of membership Lot of discussion – Could discern that N. American districts spoke in favor, other areas not so. I spoke on this one and presented the idea of small Mom & Pop businesses could share the membership. Failed 182- 333
10-111 PROPOSAL Proposed that children of Rotarians be allowed to accept Foundation Awards – Proposed by District 5060 Withdrawn
10-118 & 10-119 Proposals Proposal 118 to raise GSE age to 50 Withdrawn Proposal 119 to raise GSE age to 45 failed 254-262 Lot of discussion about ability to get off work, professionalism, etc. North America seemed to be for, rest of world not so much. Closest vote of COL
10-136 ENACTMENT To add $3.00 to RI dues to partially cover registration fees for International Convention. Keep registration fee at $100.00 p.p. Had Board Support. RIPE Klinginsmith spoke passionately for the proposal. Amended to eliminate emergency raising of fees – Passed 273-217 Overall motion failed – 170-345
10-150 ENACTMENT To have Governors serve two consecutive years Quite a bit of discussion Didn’t see many green cards Failed 19-446
10-161 ENACTMENT Automatic succession of DGE or DGN to the appropriate post when the predecessor can not serve. I spoke in favor of the change and cited what happened in our district. Little opposition Passed 429-67
10-168 ENACTMENT To terminate a club that fails to comply with stewardship policies of The Rotary Foundation No really vocal opposition to this. Passed 469-35
10-183 ENACTMENT Members in Canada & USA have option to choose printed or electronic copy of ROTARIAN Magazine Lot of discussion on this. Many thought this would eliminate the ROTARIAN Magazine altogether. RI Board opposed enactment Passed 266-238
10-186 ENACTMENT Two Rotarians at same address can have a joint subscription to ROTARIAN Magazine Again a lot of discussion RI Board opposed Passed 257-244
10-206 ENACTMENT To have District “Best Qualified” to serve as District COL representative. Lots and lots of discussion. Not many PDG’s willing to give up their chance to serve on COL. Failed 89-420
