Press Conference on Internalisation of external costs Brussels, 9 September 2010 (c) International Road Transport Union (IRU) 2010

Your panel today Alexander SAKKERS, President of the IRU Goods Transport Liaison Committee & TLN President: Overview of the situation – Why did the IRU commissioned this study? Dr Stefan ROMMERSKIRCHEN, Managing Director, Progtrans: Presentation of study results Michael NIELSEN, EU General Delegate, IRU: Conclusion

President, IRU Goods Transport Liaison Committee with the EU Introduction Mr. Alexander Sakkers President, IRU Goods Transport Liaison Committee with the EU

Road freight transport today Road Transport ensures over 90% in value of all trade distribution in the EU Road transport is vital for the economy of the EU Road transport is an integral part of logistics - a vital production tool No viable alternative Already pays for close to 100% of its externalities, through existing road user charges, taxes and duties (c) International Road Transport Union (IRU) 2010

Road usage and externalities Road freight transport always been willing to pay its way, but: Only for road usage and externalities caused by road freight transport Congestion is not caused by road freight transport only! Double charging is unacceptable How much is covered today through existing taxes, duties and charges? Studies show close to 100% Should not decide on the internalisation of external costs before one know what currently is covered to determine if anything in addition should be paid (c) International Road Transport Union (IRU) 2010

Equal treatment of all modes Fair competition requires: Coherent application of the non-discrimination principle Equal fiscal level playing field for all transport modes (c) International Road Transport Union (IRU) 2010

Effectively tackling externalities Earmarking of all revenues collected by various transport modes For reinvestment in the mode they are drawn from To effectively reduce external effects through at-source measures, such as incentives for clean technologies. Voluntary commitment by the road transport industry to reduce CO2 emissions by 30% by 2030 (c) International Road Transport Union (IRU) 2010

Current proposal Lack of proper impact assessment Not representative of transport flows in the EU Lack of consequence calculations for the economy of individual Member States Diverging numbers being presented No clear calculation of what’s already paid by the road freight transport industry through already existing taxes, charges and duties (c) International Road Transport Union (IRU) 2010

ProgTrans tasked to investigate Existing road user charges collected by individual EU Member States today and in the future Impact the internalisaton of external cost proposal will have on the economy of individual EU Member States Impact the internalisaton of external cost proposal will have on the road hauliers of the individual EU Member States (c) International Road Transport Union (IRU) 2010
