The Basic Car Area Boundary Study We have been selected by the City Administrator’s Office to study LAPD field services, focusing on: Staffing needs Geographic deployment Community policing Organization and management of field services The study will make recommendations to improve LAPD field services in each of these areas.

The Matrix Consulting Group Our firm has conducted over 350 studies for law enforcement agencies in California, around the country, and internationally. The project team is comprised of both former law enforcement leaders and career analysts. Our approach to the study is based on quantitative analysis, input from the community and elected officials, interviews with LAPD commanders, and ride-alongs with LAPD officers in every area of the city.

Study Scope and Objectives The study focuses on basic car areas, which are the geographic districts (168x) for deploying field services. Senior lead officers (SLOs) are community policing specialists that are each assigned to a basic car area. The study will provide analysis to determine: Whether additional basic car areas should be created Where revisions should be made to better align with communities and minimize response times As we begin the process of revising basic car area boundaries and analyzing field services, community input is essential.

Community Input Process We are in the process of soliciting input directly through community meetings with the neighborhood council alliances and community police advisory boards (C-PABs). In addition, we are conducting an anonymous community survey using SurveyMonkey. A paper version is available that can be mailed directly to our team. Translations in Spanish and Korean will also be provided.

Topic #1: Community Presence Do you know how to contact the senior lead officer (SLO) assigned to your area? Does LAPD make it easy for community members to provide input, whether suggestions, concerns, or comments? Compared to 15 years ago, is your opinion of LAPD today more favorable, about the same, or less favorable than before?

Topic #2: Responsiveness If you were to report an emergency, would you expect LAPD to respond in under 10 minutes? If you requested LAPD for a non-emergency report or event, would you expect an LAPD officer to respond in under 40 minutes? If you requested LAPD for a non-emergency report, such as an overnight vehicle break-in, would you be satisfied if an LAPD professional civilian responder arrived and took the report?

Topic #3: Proactivity When concerns over crime and quality of life issues are brought up by the community, is LAPD responsive in addressing them? What public safety issues do you think LAPD should be putting more resources toward addressing? Do you think LAPD has a greater or lesser presence in your neighborhood compared to LAPD’s presence in other areas?
