Community Participation & Governance Building a bridge between Child Education needs and Education system performance By: Gouranga Ch. Mohapatra BGVS, Odisha

Community Participation Community participation in education was indigenous , traditional & organic SSA initiated community participation through VEC Initiation under panchayat Raj Initiation by National Curriculum Framework, 2005 School Management Committee under Sec.21 (1) of RCFCE Act 2009 and Orissa rule 3 of RCFCE Rules 2010 First notified on 11th Jan 2011 Modified on 30th July 2014 Standing committee & Local authority

Purpose of Community Participation To change attitude, norms, practices and behaviour towards education To creating demand for interventions To increasing access to services To scaling up interventions To increasing effectiveness and efficiency of interventions To contributing additional resources to the response To reaching the most vulnerable To addressing the underlying causes To increasing community ownership and sustainability

To applying political pressure To strengthening good governance Continuation To rights fulfilment To applying political pressure To strengthening good governance To empowerment & equity for a positive change To increasing community developmental capacity To increasing social capital To ensure cent percent enrolment

Special features of SMC To keep an ongoing watch To obtain information regularly Combination of monitoring and planning through SDP

Special watch on under RTE Do all children receive good quality education as per the RTE? Are there any gaps in school? Do teacher and support employees have any problems? Do people have any complaints regarding school transaction? What can be done to solve these? In case of denial, irregularities, quality, distribution etc. it need to find the reasons for this and take steps to ensure that this does not happen again in the future. Planning of SDP at the local level should take into consideration the specific education needs of the area, and should be done after proper consultation with people and through their cooperation.

Benefit to S&ME by Community participation Direct, independent information from beneficiaries helps S&ME officials to know about gaps, expectations for better planning Helps monitor, improve performance of field level staff Generates ‘unbiased’ information which can be communicated to higher levels for modifying priorities, enhancing resources Help Local Authority to update data and track the child Convergence with other department in all label

We as a team will contribute for changing the Education scenario of the state and promoting quality life
