Dissemination Working Group 26.10.2010 John Allen Towards a dissemination and communication strategy for the European Statistical System (ESS-DISC) Dissemination Working Group 26.10.2010 John Allen

Background Dissemination Policy Charter discussed at DWG in 2009 Eurostat dissemination strategy discussed at DWG in April 2010 basis for roadmap of work at Eurostat Sponsorship on Communication working since January 2010 high-level ideas on common ESS actions Ideas from DWG responses to questionnaires in previous years Dissemination Working Group 25.10.2010

Logic (1) Basic aims Objectives Work areas Actions Dissemination Working Group 25.10.2010

Regulation on European statistics Logic (2) Basic aims Objectives Work areas Actions Code of Practice Regulation on European statistics Vision Communication Dissemination Working Group 25.10.2010

Key ideas: (1) scope Dissemination of European statistics All dissemination activities by ESS organisations Dissemination of European statistics Dissemination Working Group 25.10.2010

Official statistics are not just for policy-makers Key ideas: (2) users Official statistics are not just for policy-makers In an open, democratic society, the ESS organisations need to have a dissemination strategy designed to deliver the same information both to the policy-makers and to the EU citizens who are affected by these policies, so that they can participate fully in the debate about these policies, and form their own judgement on progress in their implementation Dissemination Working Group 25.10.2010

Key ideas: (3) opening up public data Allow users to exploit public sector information for their own purposes Dissemination Working Group 25.10.2010

ESS strategy: basic aims to support the ESS in serving the needs of users; to establish the organisations which make up the ESS as the definitive reference for official statistics in the European area, where the participation in the ESS is recognised as assuring the highest standards for easy access to high quality statistical information; to assure and further improve the quality of the dissemination products delivered to users by ESS organisations, building on the basic principles set out in the Code of Practice Dissemination Working Group 25.10.2010

Free access to statistics OBJECTIVES Free access to statistics Provide users with explanatory information Adapt products and services for changing needs Exploit data held by ESS organisations Reduce costs Take advantage of trends and technologies Raise understanding and awareness of official statistics and ESS Deepen ESS cooperation (all work areas contribute) Dissemination Working Group 25.10.2010

Free and impartial access to statistics and explanations WORK AREAS Dialogue with users Free and impartial access to statistics and explanations Free use of statistics, Reuseability data and tools Modernisation of products and services Statistics as spatial information 2011 census Standardisation and integration of processes Improved access to microdata Educating people about statistics Communicating about the ESS Dissemination Working Group 25.10.2010

Free use of statistics, Reuseability data and tools Exploit data held by ESS organisations Statistics as spatial information 2011 census Improved access to microdata Dissemination Working Group 25.10.2010

Free use of statistics, Reuseability data and tools Work area Actions Free use of statistics, Reuseability data and tools Action Name 3.1 Common policy on copyright and licencing for data 3.2 Make all data easily available in SDMX-ML and other reusable formats 3.3 Make available reference metadata in standardised formats 3.4 Share data visualisation tools Dissemination Working Group 25.10.2010

Some key actions (1) Ensure free access to statistics NSIs and Eurostat review their policies, make adjustments and document exceptions. Common policy on copyright and licencing for data NSIs and Eurostat would adopt a common wording for copyright and licencing, which would allow free use of data and metadata (subject to specified exceptions), including re-use for commercial purposes. Dissemination Working Group 25.10.2010

Some key actions (2) Common main data releases ESS release calendar For an agreed set of important regular indicators, NSIs and Eurostat publish the indicators on the same dates, and to highlight in their releases an agreed "European" version of the indicator. ESS release calendar Publication of a combined release calendar showing the release dates for important regular indicators by all NSIs and Eurostat. Dissemination Working Group 25.10.2010

Some key actions (3) Products for mobile devices NSIs and Eurostat collaborate on the development of products for mobile devices (for example, smartphones). Improved access to geocoded data NSIs would make it possible for users to access all their geocoded datasets in appropriate re-usable formats, either by manual download or through services which facilitate automated access. Dissemination Working Group 25.10.2010

Member States are asked to give their opinion Questions to the DWG Member States are asked to give their opinion on the overall scope and objectives on the proposed work areas and actions Possible follow-up from DWG survey of DWG members on costs and priorities for the actions Dissemination Working Group 25.10.2010
