Gemini Code Contingency Review UK Link Committee Meeting Thursday 8 May 2008

Gemini Code Contingency - Background Prevailing Code Contingency Arrangements in place for a number of years without any significant review of their appropriateness being undertaken in that time. The Gemini failure in October 2007 highlighted to the industry the importance of having clear, accessible, well understood and tested contingency arrangements. Any revisions to the existing contingency arrangements must reflect the differing needs and priorities of Users and Transporters.

Gemini Code Contingency Arrangements Review seeks to: Review prevailing Code Contingency procedures in place for Gemini and consider the development of ‘Guidelines’ for Gemini specific Code Contingency arrangements. Consider the benefits of including Code Contingency arrangements under the governance of the UNC Committee as a UNC related document.

Introduction of Gemini Code Contingency Guidelines Proposed development of Gemini Code Contingency Guidelines will be; A consolidated document including: All Gemini code contingency procedures, Prioritisation rules for Code Contingency procedures Testing Arrangements, Decision making arrangements associated with any proposed relaxation of the UNC rules (where required), A description of the contingency management and decision making including roles and responsibilities, A description of the communication approach, Description of the post Gas Day contingency arrangements, Publication of Guidelines through the [Joint Office] Website. Easily accessible Governed and maintained by the UNC Committee

UK Link Code Contingency Procedures UK Link Code Contingencies relate to UNC core processes in Capacity and Energy Balancing (Gemini), Supply Point Administration (SPA) and Invoicing. SPA and Invoicing – generally after-the-day processes. Gemini generally within-day. Development of Contingency ‘Guidelines’ seeks only to address UK Link processes supported by Gemini, as we believe that these time-bound, with-day, processes hold the greatest commercial risk to the industry. Where parties believe there is merit in reviewing other areas of Code Contingency, such reviews may be undertaken in due course. However we are satisfied that contingency arrangements for both SPA and Invoicing are robust.
