NIST Agency Report 2018 NIST Sensor Science Division Staff Involved in topics related to environmental satellite cal/val: David Allen, Steven W. Brown, Steven Grantham, B. Carol Johnson, Thomas Lucatorto, Steven Maxwell, Joe Rice, Eric Shirley, Charles Tarrio, John Woodward IV CMA, CNES, EUMETSAT, ISRO, IMD, JMA, KMA, NASA, NIST, NOAA, ROSHYDROMET, USGS, WMO

Agency’s GSICS Activities, Action & Achievements Summary Lunar calibration (Stephen Maxwell, John Woodward IV, Steven W. Brown) Development and Installation of a NIST-traceable lunar observatory to complement ROLO (Hawaii, 3-5 year trajectory to results) ER-2 high altitude lunar observation (late 2018) Continued support of water-leaving radiance cal/val at the MOBY site, for NOAA VIIRS, and other ocean-color related activities (B. Carol Johnson, Thomas Larason, Heather Patrick) MOBY Net, Refresh, and Ops Blue-tile standard development Calibration of Orbiting Carbon Observatory #3 (OCO-3) Radiance responsivity (Stephen Maxwell, Carol Johnson) Innovation in lamp-plaque radiance responsivity calibration modeling, including lamp angular nonuniformity and plaque radiance nonuniformity (Eric Shirley, Carol Johnson, Yuqin Zong, Thomas Germer, David Allen, et al.) Continued support of VIIRS and CriS calibration for ongoing JPSS launches (Joe Rice, Steven W. Brown)

Agency’s GSICS Activities, Action & Achievements Summary Developments in solar-induced fluorescence and other radiometric indications of vegetation activity (e.g., related to ECVs) (David W. Allen and the NIST Special Programs Office) Extensive continual employment of NIST calibration services of many kinds to government and instrument-vendor customers (varied) Continued support of EXIS for the GOES program (Thomas Lucatorto, Charles Tarrio, Mitchell Furst) Continued support of the Solar Dynamic Observatory (SDO) calibration and NASA’s SOLSTICE instrument, both of which support solar radiometry (Thomas Lucatorto, Charles Tarrio, Mitchell Furst) Cal/val and consultative support for the NASA GSFC GLAMR facility (similar to NIST’s SIRCUS) and the OCI Project (Joe Rice, Steve Brown, John Woodward IV, Carol Johnson)

Introduce/Confirm the Agency’s Personnel supporting GSICS Eric Shirley is willing to continue to be a POC for NIST-GSICS communications Raju Datla (retired) is working closely with Changyong Cao and others at NOAA The activities listed can be of interest to GSICS, although more direct coupling of NIST to GSICS activities has been limited. This could change in the future and discussions along such lines are welcomed.
